Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, Westleigh on Wednesday 11th. May 2011 (At the rising of the Annual Meeting in the Village Hall, Westleigh) to consider the following business:

North Devon District Councillor Mr.B.Moores.

0511/01: Apologies: Cllrs. Mrs.M.Parks (Vice Chairman), J.May.

0511/02: Police Report:
The Police were unable to attend the meeting, but the following report was received by the Clerk. There was 1.no.reported crime, of theft of pedal cycle left insecure, and there were 6.no. logs reported:- 3.no. Public Safety/Missing person-Abandoned Call and insecure premises. 1.no.Anti Social behaviour, and 2.no. Transport/ Highway Disruption- Road Related Offence.

0511/03: Minutes of the Meeting held on Wednesday 6th. April 2011.
Proposed by Cllr.Mrs.P.Dart and Seconded by Cllr.B.Moores that the minutes be agreed as a correct record and signed by the Chairman accordingly.

0511/04: Matters Arising:
A). Memorial Garden/Bus Shelter.
To confirm that Regular Inspections and Maintenance checks of the Bus Shelter to be carried out, although the Schedule of Maintenance contract does include keeping the two bus shelters clean and free of litter, and maintaining general tidiness of the area.
B). Westleigh Website.
Capt.Fronteras provided usage statistics showing that the website received 342,070 hits from June 2010 and May 2011, worldwide.
C). BT.Kiosk.
The Parish Council Insurers confirm that the BT Box will be covered under the Public Liability for third party injury or damage, and the Parish Council must ensure regular maintenance and inspections.
D). Rural Housing Report.
The Project is still ongoing.
E). Review of Parish Council Numbers.
The review is still ongoing.

0511/05: 15 Minutes for Parishioners Questions.
There were two parishioners in attendance.
The Part-Night Lighting policy for Westleigh; two street lights were to remain on as part of parishioners concerns; by the Village Hall and the Telephone Kiosk.
The matter was in hand with Devon County Council.
The continuing concerns for the planning enforcement issues for ‘White House’ and ‘Lester House’. North Devon District Councillor Mr.B.Moores is still pursuing these concerns with the District Council Planning Officer.

0511/06: County and District Council Reports.
Devon County Councillor Mr.R.Cann presented the following information:-
The New Traffic Signal Scheme at Westleigh Junction has been approved, plans were presented to councillors. Westleigh Cricket Club are to receive funds to help rebuild Pavilion from his local budget.
North Devon District Councillor Mr.B.Moores advised councillors that after the recent District Council Elections new policies would be discussed.

A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

A copy of expenditure was presented to councillors.
RESOLVED:- That the Expenditure of £522.97 be Approved and Accounts be paid accordingly. Proposed by Cllr.B.Moores and Seconded by Cllr.Mrs.P.Dart.
It was RESOLVED – to approve the Audit Commission ‘Statement of Accounts’ and ‘Annual Governance Statement’ relating to 2010/2011 Audit in accordance with the Audit Regulations. Proposed by Cllr.B.Moores and Seconded by Cllr.D.Peel.
Note: Still awaiting documents from ‘HM Revenue and Customs’ (HMRC) regarding Employer Registration for Westleigh Parish Council.

0511/09: Planning.
North Devon District Council. Town and Country Planning Act 1990.
There were no items for discussion.

0511/10: Parish Council Vacancies.
Correspondence has been received from Mrs.Debbie Gibbs requesting application to be co-opted as a Westleigh Parish Councillor. Proposed by Cllr.B.Moores and Seconded by Cllr. D.Peel. All Councillors agreed.
Mrs.Gibbs election application was unable to be placed on the Election List in the time allowed, due to a strict deadline.
Cllr.B.Marshall (Chairman) welcomed her back as a Parish Councillor.
Councillors were presented with ‘Declaration of Acceptance of Office’ and Notice of Financial and Other Interests’ Forms for completion; and Cllr.Mrs.D.Gibbs received a ‘Candidate’s Consent to Co-option – Co-option of Parish Councillor’ Form together with a ‘Notice of Financial and Other Interests’ Form for completion.

0510/AN/1: Appointment of Chairman.
It was Proposed by Cllr.Mrs.M.Parks and Seconded by Cllr.WJ Dart that Cllr.B.Marshall be appointed Chairman for the year 2010/2011.

0510/AN/2: Appointment of Vice Chairman.
It was Proposed by Cllr.WJ.Dart and Seconded by Cllr.B.Moores that Cllr.Mrs.M.Parks be appointed Vice Chairman for the year 2010/2011.

It was proposed by Cllr.WJ.Dart and Seconded by Cllr.Mrs.M.Parks that the minutes be approved as a correct record and signed by the Chairman.

Cllr.B.Marshall presented his report on the previous year; a copy of which is attached to the signed copy of these minutes.
Resolved: the report be received.

0510/AN/6: Annual Accounts 2009/2010.
The Clerk presented the Final Accounts for the year 2009/2010, a copy of which is attached to the signed copy of these minutes (Accounts examined and approved by Mr.Sampson. Internal Auditor).
Resolved: Proposed by Cllr.Mrs.M.Parks and Seconded by Cllr.WJ.Dart that the Accounts be approved and signed off accordingly by Cllr.B.Marshall (Chairman).
A letter of thanks to be sent to Mr.M.Sampson for again carrying out the Internal Audit.
