MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall , Westleigh, on Tuesday 12th July. 2005 at 7.30 p.m.


Present. Cllrs. P.Fronteras (Chairman) M.Hudson, M.Cumiskey, B.Marshall, A.Samphier and M.Parks.

Also Present.
Cllr R. Cann .DCC.

0705/1 Apologies for Absence.

0705/2 Police Report.
PC J. Parker, reported that the theft of crop covers stolen from a farm outbuilding had been the only recent crime in the parish of Westleigh.
Cllr B. Marshall reported to PC Parker the ongoing problem of “fly tipping “ in the Eastleigh area with the additional matter of the confrontation between local farmers and the offenders.
PC Parker is being transferred to another area and PC James Benbow will be his replacement for the foreseeable future.

Resolved that the minutes of the Meeting held on 1st June. 2005 be agreed as a correct record and signed by the Chairman.


0705/4 Matters Arising
Memorial Garden / General Maintenance
Mr D. Souster had carried out the first month of maintenance work in the parish and it was reported that every thing appeared to be satisfactory.
Quotations had been received for the repairs required to one of the bus Shelters.
It was suggested however that it may be more economical in the long term, to re-roof the shelter with new Asbestos slates rather than repair the existing Shingle roof.
The clerk to investigate the matter.

Westleigh Website
Nothing to report. The chairman Cllr P. Fronteras proposed that with the increasing costs of the Website additional contributors should be sought.

Undergrounding of Cables
Nothing further to report.

Westleigh Parish Heritage Forum
Nothing to report.

0705/5 Parking Problems , Eastleigh.

Cllr. Marshall indicated that although as in other locations, parking in Eastleigh had become difficult, local residents were adopting a sensible attitude to the problem and were trying to sort out the situation amicably.
Whilst Cllr Marshall acknowledged there was little that could be done under the current circumstances, residents would be happy to consider any suggestions which might help

0705/7 District and County Council Reports.

Cllr R. Cann DCC.

Cllr. Cann apologised for the absence of Cllr L.Brown.

The ongoing problems of “Greensweep “ continue with both DCC and NDDC reassessing the situation on a regular basis, in order to try and satisfy all concerned.

Further improvements to Westleigh junction are being investigated following another accident at the site.

Cllr Cann responded to the problem raised by Cllr Marshall of “fly tipping” in the Eastleigh area with the reassurance that both the Devon County Council and NDDC were embarking on a number of proposals to improve the situation generally throughout the district.

A copy of all correspondence was made available to all Councillors. Resolved that correspondence be noted.

A copy of expenditure was presented to Councillors. Resolved, that the expenditure totalling £84.73 be approved and accounts be paid accordingly.
