Minutes of the Meeting of Westleigh Parish Council
(Re-scheduled from Wednesday 2nd May 2007)
held in the Village Hall, Westleigh on Wednesday 17th May 2007
(at the rising of the Annual Meeting 17th May 2007)
0507/1. Present:
Cllrs. B.Marshall (Chairman), P.Fronteras, M.Hudson, J.May, J.Craze, W.Dart.
DCC.Cllr.R.Cann (left after item 0507/6).
Apologies:
Cllr.M.Parks.
0507/2. Police Report:
PCSO Charles has apologised for being unable to attend the meeting; but, advised
that PCSO Gibson would be the new parish community officer.
PCSO Charles also advised that there had been two incidents reported within the
parish over the last three months.
0507/3. Minutes of Meeting held on 4th April 2007:
It was proposed by Cllr.M.Hudson, and seconded by Cllr.J.May that the minutes be
approved as a correct record, and signed by the Chairman accordingly.
0507/4. Matters Arising:
A).Memorial Garden/General Maintenance.
A copy of the Grounds Maintenance Contract was requested by Councillors to
confirm actual site locations for maintenance.
B).Bus Shelter:
Mr.B.Towl has submitted his invoice for the works in the Bus Shelter; and
Cllr.P.Fronteras has confirmed that this has been completed.
C).Westleigh Website:
Cllr.P.Fronteras advises that there were 8000 visitors to the Web Site last
month, and continues to be well supported.
D).Westleigh Parish Heritage Forum:
This item was agreed to be deleted from future agendas unless otherwise
specified. This was proposed by Cllr.M.Hudson and seconded by Cllr.P.Fronteras.
E).Instow & Westleigh Parish News:
Confirmed that signed monthly minutes continue to be sent out to the Parish
News.
0507/5. 15 Minutes for Parishioners Questions:
There were no questions.
0507/6. County and District Council Reports:
County Councillor.R.Cann has confirmed that he has arranged for two wheelie bins
to be placed at Westleigh Straight laybys, in an effort to minimise the problem
the problem of litter, and they would be regularly emptied.
Cllr.R.Cann advised the parish council that the Conservative Party had a
majority on the
Executive Committee of North Devon District Council, after the recent District
Council Elections.
Cllr.R.Cann advised there was a recent joint site visit to Holmacott Tip with
the Evvironment Agency to inspect the site and the progress made by the operator
of the site to conform with the various permissions and licences.
Cllr.B.Marshall wished to have a meeting regarding future issues relating to the
problems of the site.
There were no reports from North Devon District Council.
0507/7. Correspondence:
A copy of all correspondence received was made available to all Councillors.
RESOLVED: that all correspondence be noted.
As a result of the recent Parish Council Elections, the Clerk has received from
North Devon District Council the following forms for Councillors:-
- Declaration of Acceptance.
- Notice of Financial and other interests.
The above forms have been issued to each councillor and requested to be
completed and returned to the Clerk as necessary.
Also, copies of ‘The Model of Code of Conduct for Parish and Town Councils’
Order 2007 (no.1159) have been issued to councillors to retain as part of their
duties and responsibilities as Parish Councillors.
North Devon District Council have also advised that this ‘Model’ be agreed at a
future Parish Council Meeting as part of their responsibilities.
0507/8. Finance:
INCOME:
NDDC. 50% Parish Precept of ……………….£1500 - £54 (DAPC)
NDDC. 50% Parish Grant of…………………..£. 285
EXPENDITURE:
A copy of expenditure was presented to councillors.
RESOLVED: that the expenditure totalling £607.91 be approved and accounts paid
accordingly.
It was RESOLVED – to approve the ‘Statement of the Accounts’ and Annual
Governance Statement’’ relating to the 2006/2007 audit and in accordance with
the Audit Regulations.
The Clerk expressed his thanks to Mr.M.Sampson for acting as internal auditor to
the Parish Council.
0509/1. Planning:
There were no planning issues.
0510/1. Any Other Business at the Chairman’s Discretion:
For the information of Parishioners; Cllr.P.Fronteras is the Neighbourhood Watch
representative for the Westleigh area, and Cllr.B.Marshall is the representative
for the
Eastleigh area.
Cllr. J.Craze was thanked for cleaning the Phone Box in the village, and BT were
to be contacted regarding the broken window.
The Chairman had received a letter from a parishioner concerned about the state
of the road between Eastleigh Hill and Bradavin Farm; he has contacted Devon
County Council, and the repairs have now been completed as a permanent repair.
The Clerk will reply with the above comments.
