Minutes of the Meeting of Westleigh Parish Council held in the Village Hall on Wednesday 1st July 2009 at 7.30pm.

Present: Cllrs.B.Marshall (Chairman), Mrs.M.Parks (Vice Chairman), WJ Dart.

0709/01: Apologies. Cllrs.J.May, D.Peel.

0709/02: Police Report. There was no Police attendance

0709/03: Minutes of the Meeting held on Wednesday 1st.July 2009.
Proposed by Cllr.Mrs.M.Parks and Seconded by Cllr.WJ Dart that the minutes be agreed as a correct record, and signed by the Chairman accordingly.

0709/04: Matters Arising.
A). Memorial Garden and Bus Shelter.
The concern of the bolts on the parish seat had been passed to Devon County Council, Highways and the matter was being dealt with; also a site meeting would be arranged with the Highways Officer .
B). Westleigh Website.
Capt.P.Fronteras has forwarded details of website usage and this continues to be a well used and successful site.

0709/05: 15 Minutes for Parishioners Questions.
Three Parishioners attended the meeting and raised matters of concern which would be addressed.

0709/06: County and District Council Reports.
The Chairman congratulated Cllr.Mr.R.Cann for being re-elected as County Councillor for the Westleigh Parish area.
Devon County Councillor Mr.R.Cann presented the following information:
Matters were raised regarding road safety at the Westleigh Junction, on the North Devon Link Road by Cllr.Cann at a County Council Executive Members Meeting.
Progress on the Food Waste Collection for the area , and savings on the Dry Cycling Service. Cllr.Cann had a ward fund if the parish council needed assistance for any local scheme; and he will also take up concerns raised by parishioners on item 0709/05.
North Devon District Councillor Mr.B.Moores presented the following information:
The Planning Officer of North Devon District Councillor will be progressing the unauthorised development issues regarding: EMF 206 Lester House and EMF 626 White Lodge with Cllr.Moores and the Parish Council.
Local Government Review Formal Decision will likely be October 2009, and the new Council from April 2011.
Funding has been secured to improve opportunities for rough sleepers.
Discussions have taken place between North Devon District Council and Torridge District Council to look at the prospect of sharing services in the interest of operating more efficiently. Discussions are at an early stage.
North Devon District Council is deeply disappointed to hear that North Devon College has not secured vital funding for a new campus.
There is also a Community Councillor Grant Scheme.

A copy of all correspondence was made available to all Parish Councillors.
RESOLVED: All correspondence be noted.

0708/09: Finance.
INCOME – NIL

Expenditure for Authorisation & Payment: - NIL
Still awaiting confirmation to change of signatories from bank; unable to obtain satisfactory information at this time. As soon as this matter has been resolved a meeting will be called to complete the business of this item.

AUDIT 2008-2009
Section 14 of the Audit Commission Act 1998
The Audit of Accounts for the Westleigh Parish Council for the year ended 31 March 2009 has been Concluded.
The Audit Commission has completed the work and there are no matters arising.
The appropriate Notice of Conclusion to be displayed for 14 days commencing 3rd July 2009.

North Devon District Council
Town and Country Planning Act 1990

Extension to Garage & Raising of Roof of Garage to form additional Living Accommodation at Manor Lea Mount Pleasant Bideford. Planning Granted.

The Parish Council to write to Torridge District Planning requesting official updates regarding the Knapp House Development on the Taw/Torridge Estuary; as Westleigh Parish lies opposite this proposed scheme.

0710/09: Parish Council Vacancies.
Councillor Mr.J.Craze has tendered his resignation as a Parish Councillor for Westleigh Parish Council.
North Devon District Council to be advised of resignations of Cllr.P.Fronteras and Cllr.Mr.J.Craze for their appropriate action to replace these members of Westleigh Parish Council.
