MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall , Westleigh, on Wednesday 1st June. 2005 at 7.30 p.m.

Present. Cllrs. P.Fronteras (Chairman) M.Hudson, M.Cumiskey, B.Marshall, L.Kenny, J.May and A.Samphier.

Also Present.
Cllr R. Cann .DCC. and Cllr. L Brown NDDC.


0605/1 Apologies for Absence.

0605/2 Police Report.
In the absence of PC J. Parker, there was no police report.

0605/3 Minutes of the Meeting held on 4th May. 2005.
Resolved that the minutes of the Meeting held on 4th May. 2005 be agreed as a correct record and signed by the Chairman.

0605/4 Matters Arising

Memorial Garden / General Maintenance
Quotations had been received from two contractors for carrying out maintenance work within the parish.
It was resolved that Mr D. Souster should be offered the work and the clerk to contact Mr Souster and provide him with contact names for liaison purposes.
Cllrs P.Fronteras and M. Hudson volunteered to provide a point of contact .
The clerk was requested to discuss with Mr Souster two additional items of work required, involving the bus shelter and the coronation tree.

Westleigh Parish Heritage Forum
Nothing to report.

There were none.

0605/6 District and County Council Reports.

Cllr L. Brown NDDC.
Cllr. Brown reported that the new Public conveniences at Sandy way, Instow were now open and operating successfully.
The meeting was also given details of the political balance of the District Council including the transfer of allegiance of some members.

Cllr R. Cann DCC.
Cllr. Cann indicated that he was very pleased to be re-elected as a County Councillor and was looking forward to his new term of office.
Although there was little to report on this occasion Cllr Cann responded to comments by the members over the increase in remuneration County Councillors had awarded themselves so early in the new term.
Cllr Cann also promised to look into the problem of “fly tipping” in the Eastleigh area raised by Cllr B.Marshall.

0605/7 Parking /Play Area.
Nothing further to report. Await meeting with Planning Dept.

0605/8 Correspondence.
A copy of all correspondence was made available to all Councillors. Resolved that correspondence be noted.

0605/9 Finance.
A copy of expenditure was presented to Councillors. Resolved, that the expenditure totalling £63.75 be approved and accounts be paid accordingly.

Conditional Permission Issued.

Parking O/S Oxman’s Cottages ( refer to police on next visit )

Parish magazine. Lack of Westleigh news. ( To be discussed at a later date.)

Salt bin required in the vicinity of the cricket field. ( To be arranged with DCC. )

Cllr .B. Marshall had received an e-mail from BT Pay phones informing him that the payphone in Eastleigh would remain in place at least for the time being.
However the usage would be closely monitored and reviewed again at a later date.
If this were to happen the consultation process will start from the beginning

Parking problems in Eastleigh. ( Clerk to include on July agenda )

With the clerk being unavailable on the first Wednesday in July the date of the July meeting to be rearranged.

Cllr M. Cumiskey to draft a letter to DCC expressing the surprise and disgust over the increases in County Councillors’s remuneration and expenses. Clerk to arrange to forward the letter onto DCC, Charles Kennedy and the ND Journal.
Although Cllr Cann had left for another meeting, the chairman Cllr P. Fronteras offered his congratulations on behalf of the council to Cllr Cann on being re-elected to the County Council.
Westleigh parish council looked forward to continuing both the good personal and working relationship with Cllr Cann, which had developed over the years.
