Minutes of the Meeting of Westleigh Parish Council held in the Village Hall on Wednesday 1st June 2011 at 7.30pm.

Present: Cllrs. B.Marshall (Chairman), J.May, B.Moores, Mrs.D.Gibbs.
In Attendance: MJ Harding Parish Clerk, Devon County Councillor Mr.R.Cann, North Devon District Councillor Mr.B.Moores, Mr.KP Bines Lead Planning Officer, North Devon District Council.

0611/01: Apologies.
Cllrs. Mrs.M.Parks (Vice Chairman), D.Peel, Mrs.P.Dart.

0611/02: Police Report.
There was no Police attendance, and no report was received.

0611/03: North Devon Council Planning Officer – Enforcement Orders.
Mr.KP Bines Lead Planning Officer, Planning & Development Services gave a brief talk on Enforcement Cases in Westleigh, and the Legal and Planning difficulties that can arise from Enforcement Notices being issued.
Government guidance requires that a Local Planning Authority should seek to resolve issues by negotiation or if appropriate retrospective planning application. It is only when there is no prospect of a negotiated solution that an Enforcement Notice should be served as a last resort.
ENF6226: White Lodge Westleigh: an Enforcement Order has been issued, and an appeal against this notice has been lodged.
ENF6209: Lester House Westleigh: This matter is still ongoing.
ENF7669: Southcott Barton Westleigh: Discussions are still ongoing.
Cllr.B.Marshall (Chairman) thanked Mr.Bines for attending the Parish Council Meeting, and for explaining some of the difficulties that arise from planning applications, and issues.
Both Cllr.Cann and Cllr.Moores have kindly agreed to report any changes in circumstances at future council meetings.

0611/04: Parish Council Meetings – Review Starting Time.
The Parish Council agreed that an 8pm. start to the monthly Parish Council Meetings would be more suitable for councillors to attend, commencing on July 6th 2011.

0611/05: Minutes of the Meeting held on Wednesday 11th May 2011.
Proposed by Cllr.B.Moores and Seconded by Cllr.Mrs.D.Gibbs that the minutes be agreed as a correct record and signed by the Chairman accordingly.

0611/06: Matters Arising.
A). Memorial Garden/Bus Shelter.
There were no matters arising.
B). Westleigh Website.
There were no matters arising. The Website was still well subscribed.
C). BT Kiosk.
There were no matters arising.
D). Rural Housing Report.
Cllr.Moores advised the councillors that there had been no new information.
E). Review of Parish Council Numbers.
There were no matters to report.

0611/07: 15 Minutes for Parishioners Questions.
One parishioner attended the council meeting.
Cllr.Cann would make further enquiries as to the continued full time lighting of 2.no. Street Lights, outside the Village Hall and Telephone Box in Westleigh Village.

0611/08: County and District Council Reports.
Devon County Councillor Mr.R.Cann presented the following information:-The Government gives the Green Light for major Devon and Somerset super-fast Broadband investment; and the Traffic Light Scheme at the Westleigh A39 Junction has been approved.
The Chairman on behalf of Westleigh Parish Council congratulated Cllr.Cann on his appointment as Deputy Leader of North Devon Council.
North Devon District Councillor. Mr.B.Moores advised the council that policies were still ongoing, and more information would follow.

0611/09: Correspondence.
Correspondence was received from the Westleigh Village Hall Committee with a request regarding the Annual Village Hall grant for 2011/2012.Proposed by Cllr.Mrs D.Gibbs and Seconded by Cllr.B.Moores that the Parish Council forward a cheque for £263 to Westleigh Village Hall, and wished them every success for this period.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

0611/10: Finance.
1). INCOME -- NIL
2). Expenditure for Authorisation and Payment:-
A copy of expenditure was presented to councillors.
RESOLVED:- That the Expenditure of £400.20 be Approved and Accounts be paid accordingly. Proposed by Cllr.Mrs.D.Gibbs, and Seconded by Cllr.B.Moores.
Documents from HMRC regarding Employer Registration for Westleigh Parish Council have now been received.
The North Devon Council Payroll Officer advise that Parish Councils must operate as an Employer and register with HMRC accordingly.

North Devon District Council. Town and Country Planning Act 1990.
There were no items.

0611/12: Parish Council Vacancies.
There remains one vacancy to bring the complement to its eight allowed members.

0611/13: Matters raised by Councillors.
There was further fly tipping at Bradavin; Cllr.Moores would pursue the matter.
