Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, on Wednesday 1st September 2010 at 7.30pm.


Present: Cllrs. B.Marshall (Chairman), Mrs.M.Parks (Vice Chairman) Item 5-11. WJ Dart, Mrs.D.Gibbs, B.Moores.

0910/01: Apologies: Cllrs. J.May, D.Peel.

0910/02: Police Report:
PC.T.Hodgson and PCSO Jessica Meaker were unable to attend.

0910/03: Minutes of the Meeting held on Wednesday 7th.July, 2010.
Proposed by Cllr.B.Moores and Seconded by Cllr. WJ Dart that the minutes be agreed as a correct record and signed by the Chairman accordingly.

0910/04: Matters Arising:
A). Memorial Garden/Bus Shelter.
A new seat has been supplied and fitted at the Memorial Gardens; and the Chairman thanked Cllr.Mr.R.Cann for the funding and input into this project.
B). Westleigh Website:
The Website continues to be well used.
C). BT Kiosk.
The BT Red Kiosk is now the responsibility of the Parish Council, but the Kiosk equipment will be moved when BT are able to do it; no dates have been given.
D). Rural Housing Project:
No information has yet been received regarding this project.
E). Review of Parish Councillor Numbers.
This item is ongoing.

0910/05: 15 Minutes for Parishioners:
One Parishioner attended the meeting; there was concern about a future planning application for a dwelling at the Garden of Nethercott, Westleigh.
There is an application for outline planning permission with North Devon District Council.

0910/06: County and District Council Reports:
Devon County Councillor Mr.R.Cann presented the following information:-
The entrance of the Village Hall has been tarmaced and made safe for parishioners, and kindly funded by Cllr.Cann.
A new seat has been supplied and fitted at the Memorial Gardens.
Westleigh Cricket Club had a fire at their ground recently.
North Devon District Councillor Mr.B.Moores presented the following information:-
Unauthorised Development at Lester House and White Lodge Westleigh – still ongoing.
There is a Joint Forum with Torridge District Council with regard to the Development of the Atlantic Array – Wind Farm Development..
Grants for improvements to various village halls across North Devon have been given the go ahead.
A new way of submitting petitions on local issues has been approved by North Devon Councillors.
A one off only grant of £1800 to Instow Parish Council towards Beach Cleaning has been secured.
Agreement has been reached with North Devon District Council and Torridge District Council regarding shared working Planning and Development Services.
The replacement Seat at Blackgate is ongoing.

0910/07: Correspondence:
Correspondence has been received from the NPS Group providing Property Services in Partnership with Devon County Council regarding the ‘Tarka Trail – Bus Shelter Site Lease’, Devon County Council to Westleigh Parish Council.
Reference to a Lease dated 27th November 1995 granted by Devon County Council to Westleigh Parish Council in respect of a small piece of land comprising part of the Tarka Trail land holding for the purposes of positioning thereon a bus shelter.
Under the terms of the lease a rent review is due on the 27th November 2010. and I would inform you that I am instructed by Devon County Council to agree with your Parish Council a revised rent of £25 per annum.
A peppercorn rent of £1 was originally agreed which Devon County Council but to date no rent has ever been requested.
After general discussion, the Clerk was requested by the Chairman to reply advising that the Parish Council were not happy about this rental charge, and that Devon County Council reconsider this matter. Also the Council did raise the matter of the Bus Shelter being an integral part of Devon County Council’s Public Transport Service Policy..
Devon County Councillor Mr.R.Cann very kindly offered to assist the Parish Council in this matter.
A copy of correspondence was available to all Parish Councillors.

Expenditure for Authorisation and Payment:-

RESOLVED: That the Expenditure of £265.03 be Approved and Accounts be paid accordingly. Proposed by Cllr.WJ Dart and Seconded by Cllr.Mrs M.Parks (Vice Chairman).
