Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, on Wednesday 1st.December 2010 at 7.30pm.

Present: Cllrs.B.Marshall (Chairman), J.May, Mrs.D.Gibbs, Mr.B.Moores.

1210/01: Apologies. Cllrs.Mrs.M.Parks (Vice Chairman), D.Peel.

1210/02: Police Report.
PC.T.Hodgson was unable to attend the meeting, and no report was received.

1210/03: Minutes of the Meeting held on Wednesday 3rd.November 2010.
Proposed by Cllr.Mrs.D.Gibbs and Seconded by Cllr.J.May that the minutes be agreed as a correct record and signed by the Chairman accordingly.

1210/04: Matters Arising.
A). Memorial Garden/Bus Shelter.
There were no items.
B). Westleigh Website.
The Website continues to be well used.
C). BT Kiosk.
BT has supplied a notice stating that the Red BT Kiosk at Eastleigh is no longer their responsibility, and the Chairman will place this notice in the Kiosk, with his name and telephone number for Parishioners information.
D). Rural Housing Project.
Mr.Colin Savage the Rural Housing Enabling Officer will be invited to our February 2011 Parish Council Meeting to advise on the outcome of the Project Report.
E). Review of Parish Councillor Numbers.
No items.

1210/05: 15 Minutes for Parishioners Questions.
One parishioner attended the meeting, and asked if there was any further advancement on the current Planning Enforcement issues within the village.
The Chairman also requested clarification as to what stage this issue had reached; as this matter has now been ongoing for rather a long time.
North Devon District Councillor Mr.B.Moores would investigate the matter with the Planning Officer of North Devon District Council.

1210/06: County and District Council Reports.
Devon County Councillor. Mr.R.Cann presented the following information:
Devon County Council is leading a European project which will provide a much needed boost to the sustainable management of our nationally designated landscapes.
New Agreement on terms and conditions to safeguard staff numbers.
Free online family history resource at the Devon Record Office.
North Devon Biosphere Reserve Foundation Grant to enhance the health of communities in North Devon.
Rural Health and Wellbeing Plan for people living in rural areas.
Recycling – Don’t let Devon go to waste. The Recycling rate – Devon is the second best county in England.
Westleigh Junction – Resources were only available for the ‘Light System’.
North Devon District Councillor Mr.B.Moores had nothing to report.

1210/07: Correspondence.
Mr.A.Jacobs Invoice for the Parish Grounds Maintenance Work was agreed.
Proposed by Cllr.J.May and seconded by Cllr.B.Moores.
The Chairman thanked Mr.Jacobs for all his hard work.
Information has been received from Tapeley Innovations Limited for a Proposal for a Solar Array at Huish Fields. The Councillors discussed the information received, and agreed to invite Tapeley Innovations Limited to the January 2011 Parish Council Meeting to further explain their proposals.

1210/08: Finance.
INCOME – NIL

Expenditure for Authorisation and Payment.
RESOLVED: That the expenditure of £589.59 be Approved and Accounts be paid accordingly. Proposed by Cllr.Mrs.D.Gibbs and Seconded by Cllr.J.May.

Application for 2011/2012 Precept and Grants to North Devon District Council by 10th December 2010.
Proposed Application: PRECEPT of £2,500
Proposed Application: GRANTS to the Village Hall (50%) and Church Burial Ground (50%) of total grant funding.
Note: No updated figures for the Electoral Roll have yet been received.

1210/10: Parish Council Vacancies.
A letter of application for co-option on to Westleigh Parish Council has been received. The Councillors agreed to invite the applicant to the January 2011 Parish Council Meeting. This vacancy has arisen due to the resignation of former Parish Councillor Mr.WJ Dart.
