Minutes of the meeting of Westleigh Parish Council held in the Village
Hall, Westleigh on Wednesday 1st October 2008 at 7.30pm.
Present: Cllrs.B.Marshall (Chairman), P.Fronteras, M.Hudson, J.May, W.J.Dart,
Mrs.M.Parks (Vice Chairman) items.1 & 2.
1008/01. Apologies: Cllr.J.Craze.
1008/02. Police Report.
Apologies had been received from PC.T.Hodgson for being unable to attend the
Parish Council meeting, but a copy of the Westleigh & Eastleigh Parish Crime
Report had been received, with the following information:- Crime Report for the
period Thursday 4th September 2008 to Wednesday 1st October 2008. Throughout
this period there have been no reported crimes, but there were 9.no. logs
created, two of which were suspected drug use in lay-by in Eastleigh. The Police
have increased patrols in this area to try and deter this activity from
happening and to try and catch offenders.
During September the Police carried out a week of activity in ‘ Not in My
Neighbourhood’ to raise public awareness of all the work that is being done to
tackle crime and anti-social behaviour and make communities safer.
1008/03. Minutes of the meeting held on the 3rd September 2008.
Proposed by Cllr.P.Fronteras and Seconded by Cllr.W.Dart that the minutes be
agreed as a correct record, and signed by the Chairman accordingly.
The above minutes were not read ‘on site’ at the Extra Ordinary Meeting on
Thursday 25th September 2008, as it had not been practicable to do so.
(Acceptable procedure confirmed by DAPC).
1008/04. Matters Arising.
A). Memorial Garden.
There were no items for discussion.
B). Bus Shelter.
There were no items for discussion.
Cllr.M.Hudson proposed and seconded by Cllr.P.Fronteras that agenda items A and
B be amalgamated as one item on the next agenda.
C). Westleigh Website.
Cllr.P.Fronteras advised that there were over 6.5 thousand visits to the web
site in September 2008, and over 80 thousand from October 2007 to September
2008.
D). Instow and Westleigh Parish News.
There were no items for discussion.
Cllr.M.Hudson proposed and Cllr.P.Fronteras seconded that this item be deleted
from the agenda, and reinstated when there was parish business to discuss.
1008/05. Minutes of the Extra Ordinary meeting held on site at The Memorial
Garden, Westleigh at 6pm on Thursday 25th September 2008.
Proposed by Cllr.M.Hudson and Seconded by Cllr.W.Dart that these minutes be
agreed and signed by the Chairman accordingly.
1008/06. Matters Arising from the meeting held on Thursday 25th September 2008.
A). Memorial garden.
Councillor R.Cann advised the meeting that the site appeared to be owned by
Devon County Council, and if the Parish Council decided to ahead with this
scheme the Parish Council would have to apply for a ‘Planting Licence’ which
could involve a charge, the value of which was to be confirmed.
The Chairman requested a check be made to ensure the suitability of the Parish
Councils Public Liability Insurance, and the VAT regulations.
Councillor R.Cann had obtained a quotation from a local nursery based on their
suggestions for improvements to the planted area and a grant of £3 thousand
pounds had been allocated by him. Councillor R.Cann confirmed that acceptance of
this one quote complied with Devon County Council tendering procedures.
The Parish Council confirmed that when the above items were clarified a further
meeting would be arranged for parish councillors to make their final decision.
1008/07. 15 Minutes for Parishioners Questions.
There were no questions.
1008/08. County and District Council Reports.
Devon County Councillor Mr.R.Cann advised that he had agreed the ‘Proposed
Prohibition of Right Turn Huish Moor Tip’.
North Devon District Councillor Mr.B.Moores advised the deadline for comments to
the Boundary Committee on their proposals for Local Government in Devon was
Friday 26th September 2008.
Concessionary Fares Scheme; concerns raised regarding the rising costs and
upturn in the concessions fares scheme. Situation to be monitored closely and
early representation made to the relevant bodies.
NDC Project P.A.N.D.A (Play Activities in the North Devon Area) has secured £200
thousand from the big lottery fund for quality play, opportunities to children
and young people 0-19 years.
Local Residents urged to apply for Parking Permits.
ENF62026. Lester House: still in discussion with Christies Estate.
ENF6226. Walled Area adjacent to White Lodge grounds. Enforcement Notice
instructions to go to Legal Services.
1008/09. Correspondence.
There were no items for discussion.
A copy of all correspondence was available to all Parish Councillors.
1008/10. Finance.
INCOME: ---------- Repayment of VAT for Accounting Year.

EXPENDITURE:
A copy of expenditure was presented to councillors.
RESOLVED:
That the expenditure of £67.90 be approved and accounts paid accordingly

North Devon District Council hereby grant Planning Permission for;
Extension to Garage and Raising Roof of Garage to form Additional Living
Accommodation at Manor Lea, Mount Pleasant, Bideford.

meeting.
