Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall on Wednesday 2nd April 2008.
Present. Cllrs.B.Marshall (Chairman), P.Fronteras, M.Hudson, J.Craze.
0408/01: Apologies. Cllrs.Mrs.M.Parks (Vice Chairman), J.May, W.Dart.
0408/02: Police Report.
PCSO.D.Cornish attended the meeting and presented the following information;
Westleigh Parish – No Reported Crimes for the period 6th March to 2nd April
2008.
Over the same period 3 logs were created;
Broken down vehicle on the A39/Tree overhanging road on the B3233/Agitated male
in Pub.
The Police led Operation called ‘Quickstrike’ has been very successful, and this
initiative will be carried on a regular basis.
There has been a recent spate of Burglary’s and Car Crime in North Devon, and
the public are asked to lock windows and doors and to make sure that valuables
are not left on display.
Police Surgeries will now be up and running in May.
0408/03: Minutes of Meeting held on the 5th march 2008.
Proposed by Cllr.P.Fronteras and seconded by Cllr.B.Marshall that the minutes be
agreed as a correct record, and signed by the Chairman accordingly.
0408/04: Matters Arising.
A. Memorial Garden:
Mr.Jacobs has started maintenance work in the parish, and Cllr.M.Hudson will
liaise with Mr.Jacobs on behalf of the parish council.
B. Bus Shelter:
Litter has been left in the bus shelter and Cllr.M.Hudson will contact Mr.Jacobs
regarding regular inspections.
C. Westleigh Website:
The Website continues to be very well used with total hits of 48,402 for March
2008, worldwide.
D. Instow and Westleigh Parish News:
Cllr.P.Fronteras has advised that the Parish News has a new editor, and lives in
the parish of Westleigh; details to follow.
0408/05: 15 Minutes for Parishioners Questions.
There were matters raised, and will be addressed.
The Parishioners were very pleased with the newly erected village seat.
0408/06: County and District Council Reports.
Devon County Councillor R.Cann presented the following information:-
There is a growing interest in Community Composting with several successful
village schemes operating in North Devon.
The Devon Authorities joint committee provide a Community Composting
co-ordinator. Information is on the website. An established community composting
group can register with the District Council and obtain all relevant
information.
The new village seat has now been erected.
Cllr.R.Cann advised that North Devon District Council will be taking over South
Molton Recycle duties from the 5th May 2008, and collection dates will not
change.
North Devon District Councillor B.Moores attended the meeting at the end of item
0408/06, and apologised for not attending at the start of the meeting as he had
to attend a District Council meeting. There was nothing to report at this time,
but details would follow on the local boundary changes.
0408/07: Correspondence.
A copy of all correspondence was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0408/08: Finance.

Listed Building Application for Internal Alterations & Works to Garage, Well
Cottage, Westleigh,
NDDC confirm that the applicant has withdrawn the alterations to the garage roof
from the Listed Building Application.
2). NDDC Cllr: B.Moores was requested to make enquiries on the latest situation
regarding the matter of Lester House, and the Walled garden, Westleigh.
