Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall, on Wednesday 2nd. February 2011 at 7.30pm.

0102/01: Apologies. Cllr.Mrs.M.Parks (Vice Chairman)
0102/02: Police Report.
PCSO Jessica Meaker attended the meeting, and presented the following
information:- Crime Report from Wednesday 5th January 2011 to Wednesday
2nd.February 2011.
There were 3.no. reported crimes of Theft – Non Specific.
During this period there 6.no. Logs reported.
1.no. Transport-Highway Disruption. 1,no. Transport – Road related Offence.
1.no. Transport-RTC/Injury. 2.no. Crime Related Theft, and 1.no. Public
Safety/Suspicious Circumstances.
The 3.no. reported crimes/Crime Related Theft/Public Safety relate to one
address.
0102/03: Tapeley Innovations Limited: Proposals for a Solar Array at Huish
Fields.
The Chairman gave a brief resumee of the details given to the councillors at the
January meeting by Mr.Padden of Tapeley Innovations Limited. The Councillors
will await further information on the above project.
0102/04: Minutes of the meeting held on Wednesday 5th. January. 2011.
Proposed by Cllr. J.May and Seconded by Cllr.Mrs.D.Gibbs that the minutes be
agreed as a correct record and signed by the Chairman accordingly.
0102/05: Matters Arising.
A). Memorial Garden/Bus Shelter.
Councillors agreed that Mr.Jacobs be sent the relevant paperwork for the grounds
maintenance work for 2011. The Chairman had inspected the Bus Shelters and
advised they were in good order.
B). Westleigh Website.
Capt’ Fronteras continues to keep the Website in good order.
C). BT.Kiosk.
The Chairman just confirmed the Parish Council’s ownership of the BT Kiosk at
Eastleigh.
D). Rural Housing Project.
Mr.Colin Savage the Rural Housing Enabler for the above project attended the
Parish Council meeting to report the final outcomes of the Housing Needs Survey
for Westleigh Parish. The Chairman advised Mr.Savage that the councillors would
obtain feedback from parishioners, and contact him again regarding any further
proposals that may require future action. Councillors received a copy of the
report.
E). Review of Parish Council Members.
There were no items for discussion.
0102/06: 15 Minutes for Parishioners Questions.
No Parishioners attended the meeting.
0102/07: County and District Council Reports.
Devon County Councillor. Mr.R.Cann presented the following information:-
Planning Enforcement questions were put to North Devon District Planning
Officers, regarding how many cases were under investigation, and the time span
taken.
Reduction of Bus Subsidies - involving local and late evening services.
Highway Matters including policy to achieve savings.
A39 Westleigh Junction ongoing.
North Devon District Councillor. Mr.B.Moores presented the following
information:-
Unauthorised Development.
Removal of Wall. Lester House. Westleigh. Legal Services instructed.
Demolishing of Walled Area. White Lodge.Westleigh. Legal Notice Served.
Review of Staff Car Allowances. Redevelopment of Queen Street Multi-Storey Car
Park. Barnstaple. Remedial Work to North Devon District Council Leisure Centre.
North Devon formula Grant adjustments.
The Council to continue with a Leader and Executive Cabinet.
Rough Sleeper project gets more financial support.
Instow Beach Bathing Water; Instow Beach was designated a ‘Bathing Water, but
has sadly failed quality tests, and the IPC intends to de-designate as soon as
possible.
0102/08: Correspondence.
Letter received from the Instow, Westleigh and West Yelland Parish News with a
request for contribution towards the cost of printing the Parish News for 2011.
Proposed by Cllr.J.May and Seconded by Cllr.D.Peel that the Parish Council
support the Parish News with a contribution of £80.00
All Councillors received a copy of the letter from Devon County Council Street
Lighting Officer regarding the locations within Westleigh Parish for the Street
Lighting: Part –Night Lighting Policy. The Government’s Comprehensive Spending
Review has added a degree of urgency to the delivery of the change to part-night
lighting. Councillors had no comments; but it was agreed that a copy of this
letter be posted on the notice boards at Westleigh Village and Eastleigh for
Parishioners information.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0102/09: Finance.
1). INCOME:- NIL
2). Expenditure for Authorisation and Payment:-
RESOLVED: That the Expenditure of £264.83 be approved and Accounts be paid
accordingly. Proposed by Cllr.Mrs.D.Gibbs and Seconded by Cllr.J.May

0102/11: Parish Council Vacancies.
A letter had been received from Mrs.P.Dart of Eastleigh seeking co-option on to
the Parish Council, and was invited to the Parish Council Meeting. Mrs.Dart was
introduced to the meeting by the Chairman. All criteria for application was
passed, and after discussion Cllr.Mrs.D.Gibbs proposed and Cllr.J.May seconded
that Mrs.P.Dart be co-opted on to Westleigh Parish Council.
The Chairman Mr.B.Marshall welcomed Mrs.P.Dart as a new Councillor.
