MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall , Westleigh, on Wednesday 2nd FEBRUARY. 2005 at 7.30 p.m.

0205/1 Apologies for Absence.

0205/2 Police Report.
In the absence of PC J. Parker there was no police report.

0205/3 Minutes of the Meeting held on 5th January. 2005.

Resolved that the minutes of the Meeting held on 5th Jan. 2005 be agreed as a correct record and signed by the Vice Chairman.

0205/4 Matters Arising

Memorial Garden / General Maintenance

Cllr B. Marshall reported that although there were a few minor repairs still to be carried out, the Eastleigh notice board had been re-erected and was now in use.

Westleigh Website It was reported by Cllr Fronteras that “ Broad Band ” is now available to Westleigh users.

A Website contribution of £25.00 has been received with thanks from F.Steer and Son

Undergrounding of Cables Nothing further to report.

Westleigh Parish Heritage Forum Cllr. Fronteras has been advised that there is some interest being expressed in the possible archaeological contents within the field above the cricket ground.

0205/5 Parishioners Questions.
There were none

0205/6 County and District Council Reports.

Cllr R.Cann apologised for the absence of NDDC Cllr L. Brown and reported on her behalf that the NDDC following public request, are for a six month trial period providing a discounted Pest Control Service.
Whilst there is no legal requirement to provide this service, there is a high level of demand and public expectation.
The provision of a quality assured service is a significant benefit to householders and will help to reduce the incidence of rodent infestation.

Cllr R.Cann. DCC. Cllr Cann predicted a rise in Council Tax of between 3% and 4% by both DCC and NDDC but the final decisions still had to be determined

The new road marking / signing proposals for Westleigh village had been completed .

Planning Matters.
Cllr Cann had consulted the Planning Dept. on the subject and it was considered that a meeting between Planning Officers and the parish council at this stage would be premature.
It was suggested therefore that it should be left for the time being and wait for a more appropriate time.
Cllr Cann would continue to liaise with the Planning Dept.

Following a discussion Cllr Cann also agreed to investigate the issue of Conservation Areas within the parish.

Finally the reported problem of water standing on the highway at Eastleigh was still under consideration.

0205/7 Parking /Play Area.
Nothing further to report. Await meeting with Planning Dept.

0205/8 Correspondence.
A copy of all correspondence was made available to all Councillors. Resolved that correspondence be noted.

0205/9 Finance.
A copy of expenditure was presented to Councillors. Resolved, that the expenditure totalling £75.93 be approved and accounts be paid accordingly.

0205/10 Planning
Planning Ref. No.39290. Application for the repositioning of HV. Overhead Line
At Eastleigh Manor , Eastleigh.

Decision. Approve. No objections.

Conditional planning permission has been granted for:
A. Conversion of Barn to unit of Holiday Accommodation at Weach Barton, Westleigh. Ref Nos .38671 & 38672.

B. Alterations and Extension to Rose mill Cottage , Southcott, Westleigh.
