0108/01. Apologies: Cllrs.Mrs.M.Parks, J.May.

0108/02. Police Report:
Apologies were received from PC.T.Hodgson and PCSO.D.Cornish. The Clerk received the following information; the Police recorded ‘No Crimes’ for Westleigh Parish Council for December 2007.

0108/03. Minutes of Meeting held on the 5th. December 2007.
Proposed by Cllr.M.Hudson and Seconded by Cllr.W.Dart that the minutes be agreed as a correct record, and signed by the Chairman accordingly.

0108/04. Matters Arising:
A. Memorial Garden.
The Clerk contacted Mr.Jacobs regarding maintenance work done before the ‘Remembrance Service’, and work was carried out as required.
Mr.Jacobs conveyed his interest in again tendering for the Parish Annual Maintenance Contract.
B. Bus Shelter.
No comments.
C. Westleigh Web site.
There were no items presented.
D. Instow and Westleigh Parish News.
No Comments.

0108/05. 15 Minutes for Parishioners Questions.
There were no questions.

0108/06. County and District Council Reports.
County Councillor R.Cann apologised for not being able to attend meeting, and reported no items to report.
North Devon District Councillor B.Davies apologised for not being able to attend meeting, and reported no items to report.

0108/07. Correspondence.
A letter has been received from the Instow,Westleigh and West Yelland Parish News with a request for annual grant for 2008 towards the cost of printing the Parish news. Cllr.M.Hudson proposed and Cllr.P.Fronteras seconded that Westleigh Parish Council forward the same grant value as for year 2007; which was £80.
A copy of all correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

0108/08. Finance.
Income – Nil

Expenditure – A copy of expenditure was presented to Councillors.
RESOLVED: the expenditure totalling £143.28 be approved, and the Accounts paid accordingly.
- Precept confirmation of £3000 to be submitted to North Devon District Council.
- Confirmation for deduction of DAPC Subscription by NDDC from Precept.
- Confirmation of ‘Precept upon Charging Authority’.
- Confirmation of change of Parish Grant to £534 due to reduction of Register of Electors.

Barclays Bank – Appointment of Bankers Mandate regarding changing of names for signatories of cheques are now complete.

0108/10. Westleigh Parish Council to adopt paragraph 12 (2) of the ‘Revised Town and Parish Council Members Code of Conduct’ (which came into force 3rd May 2007).

The ‘Avenue of Trees’ scheme for Westleigh was to be reconsidered, and the Insurance and Legality issues were to be pursued.
