Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall, on Wednesday 2nd. March 2011 at 7.30pm.
Present: Cllrs. B.Marshall (Chairman), J.May, Mrs.D.Gibbs, B.Moores, Mrs.P.Dart.
0103/01: Apologies. Cllrs.Mrs.M.Parks (Vice Chairman), D.Peel.
0103/02: Police Report.
PC.Hodgson and PCSO Jessica Meaker were unable to attend the meeting because of
police duties, but the following report has been received:- There was no crime
reported between the 2nd February and 2nd March 2011, but 6.no.incident logs
were reported which included Transport/RTC/Damage/Highway Disruption.
0103/03: Tapeley Innovations Limited: Proposal for a Solar Array at Huish
Fields.
Main commercial size of proposal on hold, pending tariffs,
0103/04: Minutes of the Meeting held on Wednesday 2nd. February 2011.
Proposed by Cllr. J.May and Seconded by Cllr.Mrs.D.Gibbs that the minutes be
agreed as a correct record and signed by the Chairman accordingly.
0103/05: Matters Arising.
A). Memorial Garden/Bus Shelter.
Mr.Jacobs has been sent the relevant correspondence for the forthcoming season
for the Parish Grounds Maintenance work.
B). Westleigh Website.
The Website continues to be well supported.
C). BT Kiosk.
The Red BT Kiosk at Eastleigh is now the ownership of Westleigh Parish Council.
D). Rural Housing Project.
The Chairman reminded councillors about new ideas regarding the project, and
Councillor Moores will speak to Mr.Colin Savage the Housing Enabler to find out
more information regarding further progress to be made.
E). Review of Parish Council Numbers.
No items for discussion.
0103/06: 15 Minutes for Parishioners Questions.
Two Parishioners attended the meeting.
The question of Planning Enforcement was again raised, and North Devon District
Councillor Mr.B.Moores, and Devon County Councillor Mr.R.Cann stated that the
two local queries were being dealt with by the District Council Legal
Department, and the procedures could be lengthy. The Planning Department were
suffering from a backlog of applications.
The Question of Part-Night Lighting was discussed; and Devon County Council
would be programming this in the near future. (This would be between the hours
of 12.30AM and 5AM.).The concern was for the Street Light located at the Village
Hall; and Devon County Councillor Mr.R.Cann would investigate the possibility of
allowing this Light to have no restrictions under the programme.
The ‘Westleigh Village’ sign at Eastleigh has disappeared, and Devon County
Council are investigating.
Westleigh Parish Council have been advised of the collapse of the bank adjacent
to the village hall, and the matter is pending with the Village Hall Committee.
0103/07: County and District Council Reports.
Devon County Councillor Mr.R.Cann presented the following information:-
The Urban Grass Cutting programme is being cut from 6.no. occasions to 2 no.
Councillor Cann did request cuts to be reduced to 4 no. but this amendment was
lost.
Devon County Council has had a reduction in Budget of £55M.
The Free Bulky Goods Collection service has been scrapped by North Devon
District Council.
North Devon District Councilor Mr.B.Moores presented the following information:-
Unauthorised Development at – Lester House, and White Lodge; still ongoing.
North Devon District Council has found £2M in savings to meet the Budget
shortfall.
There will be a Council Tax freeze, and no increase in car park charges.
Tackling the Housing Problem; making the best use of houses we already have.
0103/08: Correspondence.
Correspondence from North Devon District Council regarding the 5th May 2011
Parish Council Elections Poll Cards template. The Parish Council agreed to
accept the District Councils template which would advise the Parish Council
Election, and the Referendum on the voting system for UK Parliamentary
Elections.
Separate Poll Cards would require the Parish Council to meet the full costs of
the Parish Poll cards including Postage.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0103/09: Finance.
1). INCOME:- NIL
2). Expenditure for Authorisation and Payments:-
RESOLVED: That the Expenditure of £194.18 be Approved and Accounts be paid
accordingly. Proposed by Cllr.B.Moores and Seconded by Cllr. Mrs.D.Gibbs
0103/10: Planning.
North Devon District Council
Town and Country Planning Act 1990.
Erection of Replacement Pavilion at Westleigh Cricket Club Merchants Park
Westleigh Bideford. Application for Planning Permission no: 51713.
There were no objections.
0103/11: Parish Council Vacancies.
The co-option of Mrs.P.Dart to the Parish Council at the meeting of the
2nd.February 2011 leaves one vacancy to be filled .
0103/12: Matters raised by Councillors.
Cllr.May raised the concern of ‘Fly Tipping’ once again at Market Lane, Bradavin
East; Cllr.Mr.B.Moores would investigate the matter on behalf of North Devon
District Council. There were no other matters.
