MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall ,
Westleigh, on Wednesday 2nd March. 2005 at 7.30 p.m.

In the absence of PC J. Parker there was no police report.
0305/3 Minutes of the Meeting held on 2nd February. 2005.
Resolved that the minutes of the Meeting held on 2nd Feb. 2005 be agreed as a
correct record and signed by the Vice Chairman.

Westleigh Parish Heritage Forum
In the absence of Cllr Cumisky there was no report.

0305/6 County and District Council Reports.
Cllr. L. Brown NDDC.
The NDDC budget was prepared on an assumption of a 5% increase in 2005-2006 for
charges and Council Tax.
After some debate the council set this years increase to 3.5%.
It will be necessary to find further savings to achieve this figure but the
council are confident these savings can be found.
The new Lane End toilets under construction at Instow are due to be opened later
this month in time for the coming holiday season.
The Executive have agreed to authorise the Sport and Recreation Officer to enter
into a contract with Surfguard UK. To provide a lifeguard service on beaches at
owner’s request.
The management and administration would be undertaken by NDDC at a cost of no
more than £10.000.
The actual service provided would be at the expense of the beach owners and the
agreement would be for one year only.
Cllr R. Cann. DCC.
The County Council Tax increase will be 3.5%
The additional funds acquired from second homes has been split equally between
the NDDC function of Affordable homes and the County Council Social Service
function of providing accommodation for vulnerable sections of the community.
Surface Water Eastleigh
Cllr Cann has visited the site again with representatives of the County
Environment Dept. and further investigations are to be carried out.
Conservation Area
A request has been made to the NDDC Executive for resources to work on
conservation issues.
If the proposals can be agreed, Westleigh Parish will be top of the list.
Cllr.Cann. took the opportunity of expressing his pleasure in having been able
to represent Westleigh Parish and had enjoyed both the good personal and working
relationship that had developed over the past four years.
Cllr B Marshall raised the matter of the “fly tipping “ currently taking place
within the parish and his concern that the problem appears to be on the
increase.
Following a debate on the subject Cllr Cann invited the parish council to write
to him with their views on the subject and he would submit our concerns to the
appropriate department.
The clerk was asked to draft a letter to Cllr Cann and liaise with Cllr.
Marshall on the

A copy of all correspondence was made available to all Councillors. Resolved
that correspondence be noted.

A copy of expenditure was presented to Councillors. Resolved, that the
expenditure totalling £169.46 be approved and accounts be paid accordingly.
