Minutes of the Meeting of Westleigh Parish Council held in the Village Hall on Wednesday 2nd. November. 2011. at 8pm.

Present: Cllrs. B.Marshall (Chairman), J.May, Mrs.D.Gibbs, B.Moores, Mrs.P.Dart, Capt’.D.Ganniclifft.
In attendance: MJ Harding (Parish Clerk), Devon County Councillor Mr.R.Cann, North Devon District Councillor Mr.B.Moores.

11/11/01: Apologies: Cllrs. Mrs.M.Parks (Vice Chairman), D.Peel.

11/11/02: Police Report:
PC.T.Hodgson and PCSO Jessica Meaker were unable to attend the meeting.
A Parish Crime Report was received by the Clerk for the period Wednesday 5th October 2011 to Wednesday 2nd. November 2011.
There have been 2.no. reported crimes:- Criminal damage to Building Non Dwelling, and Criminal damage to Vehicle; 5.no. incident logs were reported and investigated,
4.no. Transport/RTC, and 1.no. Public Safety/Suspicious Circumstances.

11/11/03: Minutes of the Meeting held on Wednesday 5th. October 2011.
Proposed by Cllr.Mrs.P.Dart, and Seconded by Cllr.B.Moores that the minutes be agreed as a correct record and signed by the Chairman accordingly.

11/1104: Matters Arising:
A). Memorial Garden/Bus Shelter.

B). Westleigh Website.
The Website continues to be well subscribed.
C). BT Kiosk.
No items for discussion.
D). Rural Housing Report.
Cllr.B.Moores had nothing to report.
E). North Devon Council Planning-Enforcement Orders.
Cllr.B.Moores advised that all matters were still ongoing.
F). Winter Maintenance-Snow Wardens/Road Salt.
Devon County Council has introduced a Parish Snow Warden policy, whereby they would supply road salt to a parish, and the parish would have to agree a designated snow warden to liaise with DCC and arrange for an area to store the salt, and organise stocks to be delivered to locations within the parish during snow emergencies.
Snow Wardens would be trained by Devon County Council staff to operate this system, and would be covered under DCC insurance within the boundaries of the system. Concerns were raised and further discussions would be continued at the December 2011 parish council meeting.

Devon County Councillor MR.R.Cann and North Devon District Councillor Mr.B.Moores; both had nothing to report on this occasion.

A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

1). Income:- NIL
2). Expenditure for Authorisation and Payment:-
A copy of expenditure was presented to all councillors.
RESOLVED: That the expenditure of 211.53 be Approved and the Accounts be paid accordingly. Proposed by Cllr. Mrs.D.Gibbs and Seconded by Cllr. Mrs.P.Dart.
