Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall, Westleigh on Wednesday 3rd September 2008 at 7.30pm.
Present: Cllrs. B.Marshall (Chairman), Mrs.M.Parks (Vice Chairman), P.Fronteras,
W.Dart.
0908/01. Apologies for absence: Cllrs.M.Hudson, J.May, J.Craze.
0908/02. Police Report:
PC.T.Hodgson attended the meeting and presented the following information for
Westleigh Parish between 3rd August and 3rd September 2008:-
During this period there were no reported crimes, but there were 6.no.logs
created:
3.no. concern for welfare of female, 1.no.crime related, 2.no. road traffic
related.
PC.T.Hodgson and PCSO.D.Cornish have continued to use the ‘speed detection gun’
throughout the area and have received favourable feedback from both residents
and motorists, and hope that speaking to residents regarding their concerns has
eased their worries.
0908/03. Minutes of meeting held on the 2nd July 2008:
Proposed by Cllr.W.Dart and seconded by Cllr.P.Fronteras that the minutes be
agreed as a correct record, and signed by the Chairman accordingly.
0908/04. Matters Arising:
A. Memorial Garden.
There were no items for discussion, but Cllr.R.Cann did offer the parish council
the services of North Devon District Council officer Mr.Holman for a general
inspection and advice accordingly.
B. Bus Shelter.
There were no items for discussion.
C. Westleigh Website.
Cllr.P.Fronteras advised that the website continued to be very well used.
D. Instow & Westleigh Parish News.
There were no items.
0908/05. 15 Minutes for Parishioners Questions:
There were no questions.
0908/06. County and District Council Reports:
Devon County Councillor R.Cann presented the following information:
Dry Recycling Service forecast an underspend by bringing the Kerbside Service
in-house, and complaints have been halved.
Westleigh Cricket Club have met with Cllr. Cann to reinvigorate the club.
North Devon District Councillor B.Moores apologised for being unable to attend
the parish council meeting; but there was nothing to report at this time.
0908/07. Correspondence:
The Parish Council requested that a letter should be sent to Maitland Walker
regarding the BT Payphone Kiosk at Eastleigh, for continued usage, without
obligation to the Parish Council.
Parish Councillors have received no strong views from parishioners regarding the
‘Draft Proposals for Unitary Local Government Arrangements in Devon’, but have
suggested that if any parishioner has any comments would they forward them to:
‘Review Manager’ (Devon Review). The Boundary Committee for England. Trevelyan
House. Great Peter Street. London. SW1 2HW. by the 26th September 2008.
A copy of all correspondence was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0908/08. Finance:
INCOME – NIL
EXPENDITURE:
A copy of expenditure was presented to Councillors.
RESOLVED: that the expenditure of £127.90 be approved and accounts paid
accordingly.
