Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, on Wednesday 3rd. November. 2010. at 7.30pm.

Present:  Cllrs. B.Marshall (Chairman), J.May, Mrs.D.Gibbs, B.Moores

 1110/01:  Apologies  Cllrs. Mrs.M.Parks (Vice Chairman), WJ.Dart, D.Peel. 

1110/02:  Police Report.

PC.T.Hodgson and PCSO Jessica Meaker were unable to attend the meeting, but the following information has been received:-  No Crimes Reported, and 3.no.Logs registered – Public Safety.1.no. Transport.1.no. and Alarms.1.no.

1110/03:  Minutes of the Meeting held on Wednesday 6th.October 2010.

Proposed by Cllr.J.May and Seconded by Cllr.B.Moores that the minutes be agreed as a correct record, and signed by the Chairman accordingly.

1110/04:  Matters Arising.

A).  Memorial Garden/Bus Shelter.

There were no items for discussion.

B).  Westleigh Website.

The Website continues to be well subscribed, thanks to Capt Fronteras expertise.

C).  BT Kiosk.

A ‘BT Payphones’ - Final Notice Email has been received, advising ‘Notice to Complete’ for Payphone 01271 860597 at Eastleigh, Bideford. EX39 4PA. The Telephone Equipment has now been removed from site, and the former BT Red Telephone Box is now under the ownership of Westleigh Parish Council. A notice will be displayed in the Kiosk.

Correspondence will be sent to the Parish Council Insurers advising them of this matter.

D).  Rural Housing Project.

Correspondence has been received by Mr.Colin Savage the Rural Housing Project Officer, and a proposed discussion on the final report will be arranged for the new year.

E).  Review of Parish Councillor Numbers.

 1110/05:  15 Minutes for Parishioners Questions.

There were no questions.

 1110/06:  County and District Council Reports.

Devon County Councillor Mr.R.Cann presented the following information:-

Devon Children in Care – The  Children & Young Peoples Directorate face a £3.1 Million in budget reduction following the Coalition Government’s reduction to grant funding. The numbers of Devon Children in care rose from March 2009 to March 2010, demanding an increased pressure on the budget.

Consulting on School Transport – Devon County Council are consulting on proposals to withdraw discretionary school transport concessionary rates for over 16 year old children.

North Devon District Councillor Mr.B.Moores presented the following information:-

Working together to keep residents warm in winter. Heating upgrades to 43 properties  following a joint project between North Devon District Council and North Devon Homes.

A Comprehensive Spending Review is being conducted by North Devon District Council.

Enforcement Notice Instructions are being finalised by Legal Services, for

ENF 6226 White Lodge, and ENF 6209 Lester House.

 1110/07:  Correspondence.

Correspondence has been received from BT Payphones, and details are referred in agenda item 1110/04  -  Matters Arising. no: 4C.

A copy of correspondence was available to all Parish Councillors.

 1110/08:  Finance.

INCOME  -    NIL

 Expenditure for Authorisation and Payment:-

RESOLVED:  That the Expenditure of £306.10 be Approved and Accounts be paid accordingly. Proposed by Cllr.B.Moores and Seconded by Mrs.D.Gibbs.

1110/09:  Planning.

North Devon District Council

Town and Country Planning Act 1990

 No Items.

 1110/10:  Parish Council Vacancies.

Correspondence has been received from Cllr.WJ Dart resigning from the Parish Council, advising the council that he had now moved to North Molton, and wished the council well for the future.

The Chairman was disappointed to receive his letter, but said Mr.Dart had been a very valuable councillor for the parish, and the Council wished him well.

The Clerk would send a letter of thanks to Mr.Dart.

Cllr.B.Marshall (Chairman) will present a Poppy Wreath at the Remembrance Sunday Service, on behalf of Westleigh Parish Council.
