Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall, Westleigh, on Wednesday 4th. January 2012 at 8pm.
Present: Cllrs. B. Marshall (Chairman), J. May, D. Peel, B. Moores, Mrs. P.
Dart. D. Ganniclifft.
In attendance: MJ Harding (Parish Clerk), Devon County Councillor Mr. R. Cann,
North Devon Councillor Mr. B. Moores.
01/12/01: Apologies: Cllrs. Mrs. M. Parks (Vice Chairman), Mrs. D. Gibbs.
01/12/02: Police Report:
PC. T. Hodgson and PCSO Jessica Meaker were unable to attend the meeting, but a
report was received by the Clerk:-The period 7th.December 2011, to Wednesday
4th. January 2012.
Throughout this period there were 2.no. reported crimes:-‘Non Crime-Child
Protection Case’ and ‘Drunk and Disorderly’.
There were 5.no. incident logs reported and investigated:
Transport Road Related Offence, Anti Social Behaviour, Public Safety Concern,
Public Safety Suspicious Package, Crime Related Sexual Offence.
01/12/03: Minutes of the Meeting held on Wednesday 7th. December 2011.
Proposed by Cllr. Mrs. P. Dart and seconded by Cllr. D. Peel that the minutes be
agreed as a correct record, and signed by the Chairman accordingly.
01/12/04: Matters Arising.
A). Memorial Garden/Bus Shelter.
Councillors agreed that Mr. Jacobs be sent the relevant paperwork for the
Grounds Maintenance Works Programme for the 2012 season for his consideration;
to include the addition of maintenance and inspection of the Red BT Kiosk at
Eastleigh.
B). Westleigh Website.
The Website continues to be well used.
C). BT.Kiosk .

D). Rural Housing Report.
There were no items for discussion.
E). North Devon Council Planning-Enforcement Orders.
There has no update to this item.
F). Winter Maintenance-Snow Wardens/Road Salt.
There has been no update to this matter. Councillor Mr. R. Cann is still
awaiting details regarding arranging a Devon County Council Snow Warden training
course. The Chairman will pursue the matter and report further at the next
Parish Council meeting.
G). Councillors Parish Minutes/Agenda-E Mail.
The resolution to change receipt of Parish Council Agendas and Minutes for
Parish Councillors only from hard copies delivered by the Royal Mail to receipt
by E Mail was agreed by Councillors.
This agreement would be reviewed annually, or if communication becomes
unsatisfactory during this period the matter will be raised at a future meeting.
The resolution for the agreement was agreed and councillors signed acceptance to
this effect.

01/12/05: 15 Minutes for Parishioners Questions.
There were no questions.
01/12/06: County and District Council Reports.
Devon County Councillor Mr. R. Cann advised that Parishes in his ward regarding
the County Council Snow Warden Policy has been received in a very positive
manner.
North Devon Councillor Mr. B. Moores presented the following information:-
Parish Grants Review Consultation.
Winter Help for the Homeless.
‘Get Help’ to insulate your home this winter.
Community Councillor Grant Request from Westleigh Cricket Club for support.
01/12/07: Correspondence.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
01/12/08: Finance:
1). INCOME………………………..NIL
2). Expenditure for Authorisation and Payment:
A copy of expenditure was presented to all Councillors.
RESOLVED: That the expenditure of 386.30 be approved, and the Accounts be paid
accordingly. Proposed by Cllr. Mrs. P. Dart and Seconded by Cllr. D. Peel.
Final Application for the 2012/2013 Parish Precept to be submitted to North
Devon Council.
A). Confirmation of £2,500 to be submitted to North Devon Council
B). Confirmation of ‘Precept upon Charging Authority’
Full Grant Application of £532 has been allowed.
Proposed by Cllr. Mrs. P. Dart and Seconded by Cllr. D. Peel.
If there are any amendments to future Parish Grant Applications, they are likely
to come into effect from the 1st. April 2013.
