Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, Westleigh on Wednesday 4th June 2008, at 7.30pm.

Present: Cllrs. B.Marshall (Chairman), Mrs.M.Parks (Vice Chairman), P.Fronteras, M.Hudson, J.May, J.Craze, W.Dart.

0608/01: Apologies: There were no apologies.

0608/02: Police Report:
PC. T. Hodgson attended the meeting and presented the following information:-
Westleigh Parish – Recorded incidents between 04/05/2008 and 04/06/2008.
During this period no reported crimes were received, but there were 4.no. Police Logs received:
2.no. logs received for information to Police; 1.no. Missing person report (located safe and well); 1.no.Neighbour dispute which was resolved.
PC.Hodgson and PCSO. Cornish have now completed their Speed Detection Equipment Training and have conducted a number of small-scale operations, and will continue to carry out these patrols to decrease excessive speeds.

0608/03: Minutes of the meeting held on the 7th May 2008:
Proposed by Cllr.M.Hudson and seconded by Cllr.J.May that the minutes be agreed as a correct record, and signed by the Chairman accordingly.

0608/04: Matters Arising:
A. Memorial Garden:
Cllr. Marshall will liaise with Mr.Jacobs.
B. Bus Shelter:
Cllr. Marshall will liaise with Mr.Jacobs.
C. Westleigh Website:
Cllr.Fronteras advised that the website had received Total hits for May 2008 of 46,205, and advised the councillors of its continued success.
D. Instow & Westleigh Parish News:
The Parish News have a new Editor and lives in the parish of Westleigh.


0608/05: 15 Minutes for Parishioners Questions:
There were a number of questions which would be addressed.

0608/06: County and District Council Reports:
Devon County Councillor. R.Cann presented the following information;
Aids to Living at Home:- A new generation of wireless aids and sensors to assist disadvantaged people to live independent lives in their own homes were recently demonstrated to Councillors at County Hall.
A range of non intrusive telecare sensors offer a comprehensive way of managing the risks to a person’s health and home environment 24hours a day throughout the year, enabling people to live independently for as long as possible.
Cllr.R. Cann very briefly gave information on Devon County Council’s unitary status policy.
Cllr.R.Cann did advise the Parish Council that he holds a small budget if there are any schemes he can assist with.
North Devon District Councillor B. Moores advised that information on Lester House was forthcoming but he had received no further details to date.
There was no other business from North Devon District Council.
Chairman Cllr.B.Marshall thanked Cllr.B. Moores for his presentation on North Devon District Council’s unitary vision prior to the Parish Council Meeting.
Cllr.B.Moores also advised the parish council that he holds a small budget if there are any schemes he can assist with.

0608/07: Correspondence:
A copy of all correspondence was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

0608/08: Finance:
INCOME: Nil.

EXPENDITURE:
A copy of expenditure was presented to councillors.
RESOLVED: that the expenditure totalling £67.90 be approved and accounts paid accordingly.

Cllr.B.Marshall gave a brief explanation on North Devon District Council’s grant policy.

0608/09: Planning:
North Devon District Council.
There are no items.
One concern was raised regarding a proposal for a marina at Knapp House, Northam; although this location is in the Torridge District Council area, the Parish Council would like to kept informed as to progress in this matter, as this scheme is the opposite side of the river to Westleigh Parish. The Clerk was requested to write to Torridge District Council to ask them if Westleigh Parish Council could receive correspondence on the progress of this scheme.
