MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall , Westleigh, on Wednesday 4th June 2003 at 7.30 p.m.

0603/1 Apologies for Absence.
Apologies had been received from M.Cumiskey, Cllr. R.Cann(DCC) and Cllr. L.Brown (NDDC)
0603/2 Police Report
There was no report from the Police.
0603/3 Minutes of the Meeting held 14th May 2003.
RESOLVED that the minutes of the Meeting held on 14th May 2003 to be agreed as a correct record and signed by the Chairman.
0603/4 Matters Arising
Memorial Garden and General Maintenance.
Chairman M. Hudson had spoken to Mr. M. Harris regarding general maintenance work within the parish.
Mr. Harris had expressed an interest in carrying out the work required and the clerk was asked to contact him to discuss the arrangements and finalize the necessary details.
Waiting further monitoring by DCC. Environment Dept.
Co-option of Mr.M. Cumiskey
All the relevant signed documents relating to Mr. Cumiskey’s co-option have been sent to NDDC. as required.
Westleigh Website.
Cllr P. Fronteras reported that there had been 160 “Hits” on the Westleigh Website in the past month.
The Website is going well and improving all the time.
Northern Devon Community Transport Association Ltd.
Awaiting feedback from the NDCTA on the revised format of the questionnaire.
Street Lighting.
The location of the street light in the vicinity of Meurig House has now been agreed.
Cllr Parks is to investigate whether any objections may be forthcoming from residents in regard to an additional street light near No.1 Oxman’s Cottages.
The clerk to report relevant details to Mr.K.Griffin Street Lighting Engineer for DCC.
It would appear that finance is available to carry out this work in the current financial year.

0603/5 Parishioners Questions.
Parishioners continue to be frustrated by parking problems in Westleigh Village.
0603/6 County & District Reports.
No reports. Both Cllr Cann and Cllr Brown had apologised for their absence
0603/7 Parking / Play Area.
Clerk was asked to write to Cllr Cann expressing their appreciation of his assistance and support.
0603/8Correspondence.
A copy of all correspondence was made available to all Councillors.
Resolved that correspondence be noted.
0603/9 Finance.
A copy of expenditure was presented to Councillors Resolved that the expenditure totalling £73.71 be approved and accounts be paid accordingly.
Details of the Accounts together with the Statement of Assurance for submission to the auditor for the Annual Return year ending 31st March 2003 were presented to the council for approval. Resolved that Accounts and Statements of Assurance be approved.
Mr T. Lowry had approved and signed the Annual Return in his position as Internal Auditor.
The clerk reported that the Portland Building Society are to apply an administration charge of £5.00 per month against the WPC cheque account .
The chairman to investigate the matter.

It was decided that before any discussion could be held on the future of the Millennium book, produced by Chairman M. Hudson, it should be read in its current format by all members of the council.
Once every one has completed reading the draft copy, discussions on the subject could then be re opened and a decision made on the way it should progress.
0603/12 Any Other Business at Chairman’s Discretion
a. Mr. J. May has agreed to be co-opted onto Westleigh Parish Council. Clerk to deal with the necessary administration.
b. Weed growth in and around village… Chairman to liaise with DCC Length Man
c. Parish Notice Board at Eastleigh requires attention. ( Mr. Harris ? )
