MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall , Westleigh, on Wednesday 4th May. 2005 at the rising of the A.G.M.

0505/1 Apologies for Absence.
No absentees.

0505/2 Police Report.
In the absence of PC J. Parker there was no police report.

0505/3 Minutes of the Meeting held on 6th April. 2005.
Resolved that the minutes of the Meeting held on 6th April. 2005 be agreed as a correct record and signed by the Chairman.

0505/4 Matters Arising

Memorial Garden / General Maintenance
The situation regarding ground maintenance within the parish was discussed and it was suggested that a higher level of maintenance was required
It was proposed that a more frequent and formal programme of maintenance be initiated and the Clerk to obtain quotes from local contractors to provide such a programme.
The programme to include grass cutting / maintenance of :-
The Memorial Garden
Westleigh Gateway.
Parish seats
Bus Shelter cleaning

Westleigh Website
Cllr. Fronteras indicated the Website was continuing to be very successful and well used.
The main reason for hits / visits appeared to be for historical details.

Undergrounding of Cables
Nothing further to report.

Westleigh Parish Heritage Forum
Nothing to report.
The possibility of the small store at the village hall being used by the Heritage Forum as an exhibition room, was raised by Cllr. Cumiskey
Cllr A.Samphier considered the idea to be interesting and offered to give the subject some thought and discuss the matter with the Village Hall Committee
The subject is to be raised again at a later date.


0505/5 Parishioners Questions.
Problems of car parking in Westleigh Village were raised again.
0505/6 County and District Council Reports.
In the absence of both County and District Councillors there were no reports.

0505/7 Parking /Play Area.
Nothing further to report. Await meeting with Planning Dept.

0505/8 Correspondence.
A copy of all correspondence was made available to all Councillors. Resolved that correspondence be noted.

0505/9 Finance.
Income £1250.00 Precept £ 272.00 Grant £ 45.03 VAT. Refund.

A copy of expenditure was presented to Councillors. Resolved, that the expenditure totalling £680.78 be approved and accounts be paid accordingly.

The clerk presented Audit details for the year 2004-2005.
The annual accounts had been inspected and approved by Mr A.T. Lowry acting as the Internal Auditor for the Westleigh Parish Council.
Resolved that the Statement of Accounts together with the Statement of Assurance be approved.
The clerk once again expressed his thanks to Mr. Lowry for his assistance in completing the annual audit.
