MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall , Westleigh, on Wednesday 5th. April 2006 at 7.30 p.m.


Present. Cllrs. P.Fronteras (Chairman) M.Hudson, B.Marshall, M.Cumiskey, J.May M.Parks and A.Samphier.

0406/1 Apologies for Absence. Cllr. L.Kenny

0406/2 Police Report.
PC J.Benbow reported a crime free period in the parish of Westleigh but gave warning of a series of burglaries occurring at occupied premises in the Yelland and Instow area
Although the problem appears to have subsided, PC Benbow reminded everyone to keep their property secure at all times.

0406/3 Minutes of the Meeting held on 1st March 2006.
Resolved that the minutes of the Meeting held on 1st March. 2006 be agreed as a correct record and signed by the Chairman.

0406/4 Matters Arising
Memorial Garden / General Maintenance
Nothing to report.

Bus Shelter.
The clerk had written to Mr P. Stevens of Bideford, confirming the council’s acceptance of his estimate for carrying out the repairs to the bus shelter roof.
Cllr P. Fronteras had been nominated for the liaison between Mr Stevens and the parish council.

Fly Tipping.
Parishioners were asked to remain vigilant and take down details of any vehicle
being used for the unauthorized depositing of waste and which could provide the relevant information that might lead to a successful prosecution.
A court case was imminent, involving the prosecution of persons accused of “fly tipping” in the Westleigh area.

Westleigh Website Nothing to report.

Westleigh Heritage Forum The Forum has again registered as a member of The Devon History Society.

Undergrounding of Cables Nothing further to report.


0406/5 Parishioners Questions.
A letter of complaint was presented to the council concerning the condition and problems with the public highway and bridge at Ashridge.
The clerk was asked to send copies of the letter to Cllrs R.Cann and L.Brown for their assistance and include the matter as an item on the May agenda.


0406/6 District and County Council Reports.

Cllr. L.Brown.NDDC.
Cllr Brown had tendered her apologies for her absence and therefore there was no report.

Cllr R. Cann ( DCC )
The clash of the Parish meeting with the NDDC annual meeting prevented Cllr Cann from attending
Cllr Cann sent his apologies but forwarded his report which was received by the parish council with due thanks.

A copy of all correspondence was made available to all Councillors. Resolved that correspondence be noted.

There were no financial matters or transactions this month

The clerk was asked to contact DCC regarding the provision and erection of “ hidden entrance “ signs for use on the public highway.

Questions regarding work being carried out on the “Tarka Trail” near Bideford station to be put to Cllr. Cann at the next meeting.
