MINUTES of the MEETING of WESTLEIGH PARISH COUNCIL held in the VILLAGE HALL, WESTLEIGH on Wednesday 5^th, December 2007 at 7.30pm.

Present:  Cllrs:  B.Marshall (Chairman), Mrs.M.Parks (Vice Chairman), M.Hudson, J.May. W.Dart.

12/01:  Apologies.  Cllrs. P.Fronteras, J.Craze.

12/02:  Police Report:

            PC.T.Hodgson sent his apologies. PCSO.D.Cornish attended and gave information relating to period 6^th.November to Wednesday 5^th. December 2007.

There were 3.no. Reported Crimes – ( 1no. Non Crime – 1no. Theft – 1no. Assault; No Charges).

There were 8.no. logs created over this period. Devon and Cornwall Constabulary will be paying a lot of attention to Drink Driving, and people staying safe over the festive period, and an awareness that shopping should be put in the car boot out of view.

12/03:  Minutes of Meeting held on the 7^th.November 2007.

Proposed by Cllr.M.Hudson and Seconded by Cllr.Mrs.M.Parks that the minutes be agreed as a correct record, and signed by the Chairman accordingly.

12/04:  Matters Arising:

A.     Memorial Garden:

Parish Clerk requested by the council to contact Mr.Jacobs regarding maintenance done before the Remembrance Service.

B.     Bus Shelter:

Mr.Towl has repaired the guttering to the bus shelter.

C:  Westleigh Web site:

There was no report, as Cllr.P.Fronteras had made his apologies for the meeting.

D:  Instow & Westleigh Parish News.

There were no items.

12/05:  15 Minutes for Parishioners Questions.

There were no questions.

12/06:  County and District Council Reports.

County Councillor R.Cann presented the following information:-

‘Eastleigh Village Feature’; view of local people sought.

‘Holmacott Weight Restriction’; Formal Consultation will now take place with Devon and Cornwall Police to establish if they will support a weight restriction.

‘Investing in Devon’;

Proposals for additional investment with the councils strategic priorities, funded through the Exeter Airport capital receipt, such as a:-  Local Project Fund, Green Fund and a Community Fund.

Each County Councillor will have the opportunity to bid for a project in their ward. Cllr.Cann will be asking for projects from all parishes in his ward before making a final decision on which one/s to put forward.

District Councillor B.Moores presented the following information:-

Integration of North Devon District Council and Torridge District Council.

Review of Polling Stations.

Waste and Recycling portfolio.

12/07:  Correspondence:

A copy of all correspondence received was available to all Parish Councillors.

RESOLVED: All correspondence be noted.

12/08:  Finance:

INCOME:   NIL

EXPENDITURE:

A copy of expenditure was presented to councillors.

RESOLVED: the expenditure totalling £369.40 be approved, and the accounts paid accordingly.

Application for 2008/2009 Precept and Grants to North Devon District Council by 14^th.December 2007.

Proposed Application:- PRECEPT of £3000

GRANT of £574. …… (£287 – Village Hall + £287 – Burial Ground)

12/09:  Planning:

Planning Application no: 45275

Extension to Dwelling (Amended Description) at 1. Oxmans Cottages, Westleigh, Bideford.

Planning Permission – Granted.

12/10:  Devon County Council – Energy Street Lighting Scheme.

Parish Councillors would be interested in hearing parishioners concerns.

This item to be put on Agenda for the AGM 2008.

12/11:  Any other business at the Chairman’s discretion:

The Chairman advised both County and District Councillors of their concerns of ‘fly tipping’ within the parish.

Cllr.Cann to be consulted on a seat for parishioners to use on the edge of the village.
