Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, on Wednesday 5th, March 2008.

Present: Cllrs.B.Marshall (Chairman), P.Fronteras, J.May,W.Dart.

0308/01. Apologies: Cllrs.M.Parks (Vice Chairman), M.Hudson,J.Craze.

0308/02. Police Report:
PCSO.D.Cornish attended the meeting, and presented the following information;
Westleigh Parish –No Reported Crimes over the period between 07/02/2008 and 05/03/2008.
Over the same period 5 logs were created which included:
3.no. Vehicle RTC, on the A39.
There is a police led operation called ‘Quickstrike’ targeting road safety from speeding to wearing safety belts, and is countywide.
By the end of March there will be a Police Surgery at Instow Parish Hall for the general public between 6pm and 7pm and will act as a dropping centre.

0308/03. Minutes of Meeting held on the 6th February 2008:
Proposed by Cllr. W.Dart and Seconded by Cllr.P.Fronteras that the minutes be agreed as a correct record , and signed by the Chairman accordingly.

0308/04. Matters Arising:
A. Memorial Garden.
The Parish Council agreed to accept Mr.A.Jacobs quotation for 2008 for the ‘Westleigh Parish Council – Schedule of Maintenance’ contract. Proposed by Cllr.P.Fronteras and Seconded by Cllr.J.May, and also agreed that Cllr.M.Hudson act as liaison for the Council with Mr.Jacobs over any matters that may arise.
B. Bus Shelter.
No Comments.
C. Westleigh Website.
The Website continued to be well used with total hits of 42,173 for February 2008, and usage came from all over the world.
D. Instow and Westleigh Parish News.

0308/06. County and District Council Reports:
County Councillor R.Cann apologised for being unable to attend meeting but sent the following information:
There was a ‘Litter Clean’ between Roundswell and Bideford bridge on the A39, and approx 90 bags of litter were collected.
The seat for Westleigh has now been ordered.
A positive meeting with Cllr.B.Marshall and a representative of the Devon & Cornwall Police Authority took place to discuss a possible weight/access restriction. It has been agreed to support this idea in principle subject to the usual advertising procedures.
On behalf of the council Cllr. B. Marshall wished to thank Cllr.R.Cann for the seat.

North Devon District Councillor, Mr.B.Moores apologised for being unable to attend the meeting.

A copy of all correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

0308/08. Finance:
Income –
Reimbursement of North Devon District Council charge for Admin’ Costs for uncontested Election May 2008 paid by Parish Council 3rd October 2007; following a meeting of Full Council 20th February 2008 of £235.68.

Expenditure – A copy of expenditure was presented to Councillors.
RESOLVED: the expenditure totalling £178.80 be Approved, and the Accounts paid accordingly.
