MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in
the Village Hall , Westleigh, on Wednesday 5th May 2004 at 7.30 p.m.

0504/2 Police Report
In the absence of PC.Parker, there was no police report.
0504/3 Minutes of the Meeting held on 7th April. 2004.
Resolved that the minutes of the Meeting held on 7th April 2004 to be agreed
as a correct record and signed by the Chairman.
0504/4 Matters Arising
Memorial Garden / General Maintenance.
The grass has been cut around the parish seats and at the Westleigh “Gateway”.
The Eastleigh noticeboard is still in need of attention. The clerk to ask Mr
Harris to meet Cllr B. Marshall to discuss the problem and agree remedial
action.
Westleigh Website.
The Website is continuing to progress and improve.
Details of the recently formed Westleigh Parish Heritage Forum has been added to
the site.
Undergrounding of Cables
Nothing further to report.
Westleigh Parish Heritage Forum.
The WPHF. is now established and local historian Peter Christie has agreed
to become President.
The first newsletter has been published, introducing the various areas of
interest the Forum hopes to pursue.
Anyone wishing to become a member of the WPHF, should contact the secretary,
Mr M Cumiskey, The Old Vicarage Westleigh, EX39 4NN.
Refuse Collection
The clerk has been informed by NDDC / Greensweep that the Parish of
Westleigh is to be included in the “Wheelie Bin” collection system at the end of
June.
A representative will attend the Council meeting in June to explain how the
system operates and answer any questions.
Parish Alliance. The next meeting will be held on Thursday 6th May @ 7.00 pm. At
Lovacott Village Hall. The Chairman, Vice Chairman and Clerk will attend.

There were no questions from parishioners.
0504/6 County & District Reports.
Cllr R. Cann apologised for the absence of Cllr L. Brown.
Complaints had been received on several points concerning the B3233.
1. Overhanging branches
2. Traffic speeds
3. The need for better advanced warning signs on the approach to Westleigh
Village junction.
These complaints will be investigated.
“Fly Tipping” in the parish has been reported and will be dealt with as soon as
possible.
Instow replacement school site.
The Owner’s agent has refused entry to the site.
Greensweep.
An imbalance between the collection of household waste and re-cycled material
may lead to the revision of the system.
0504/7 Parking / Play Area.
Meetings and discussions continue.
It was proposed that Hector Christie be invited to attend a Parish Council
meeting for an informal exchange of views on the subject.
0504/8Correspondence.
A copy of all correspondence was made available to all Councillors.
Resolved that correspondence be noted.
0504/9 Finance.
A copy of expenditure was presented to Councillors. Resolved, that the
expenditure totalling £522.63 be approved and accounts be paid accordingly.
The clerk also presented audit details for the year 2003 –2004.
The annual accounts had been inspected and approved by Mr A.T.Lowry. acting as
the Internal Auditor for Westleigh Parish Council
The Statement of Accounts together with the Statement of Assurance were approved
by the Council.
The Clerk expressed his thanks to Mr Lowry for his assistance in completing the
annual audit.

The clerk was asked to approach NDDC concerning the revision of Conservation
Area boundaries
