Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, Westleigh 5th November 2008 at 7.30pm.

 

Present: Cllrs. B.Marshall (Chairman), P.Fronteras, J.May, J.Craze, W.Dart.

1108/01. Apologies: Cllr.Mrs.M.Parks (Vice Chairman)

1108/02. Police Report:
There was no Police attendance, and no report has been received.

1108/03. Minutes of the Meeting held on the 1st October 2008.
Proposed by Cllr.P.Fronteras and Seconded by Cllr.J.May that the minutes be agreed as a correct record and signed by the Chairman accordingly.

1108/04. Matters Arising:
(A). Memorial Garden and Bus Shelter.
The Chairman discussed the latest position regarding the proposals for improvements to the Memorial Garden Scheme.
The Chairman read out, and passed two quotations to all Councillors for their comments.
Concerns were raised regarding possible drainage problems, as the site was on a rock base, and the different type of shrubbery to be planted.
The Chairman also advised Parish Councillors that a plan had been received from Devon County Council Highways, confirming ownership and responsibilities for the Memorial Garden and Footpath was theirs, and that an ongoing program of works by them had been commenced.
After lengthy discussions, the Chairman asked all Councillors whether they wished the Parish Council to proceed with this scheme.
All Councillors agreed that the Parish Council would not go ahead with this scheme.
The Chairman requested a letter to be sent to Devon County Councillor. Mr.R.Cann thanking him for all his efforts, and making grant funding available for this project.

There were no items regarding the Bus Shelter.

(B). Westleigh Website.
Cllr.P.Fronteras advised the parish council that the website continued to be a great success.

1108/05. 15 Minutes for Parishioners Questions.
Two parishioners attended the meeting.
There were no questions.

1108/06. County and District Council Reports.
Devon County Councillor. Mr.R.Cann apologised for being unable to attend the Parish Council Meeting.
There was no report.
North Devon District Councillor. Mr.B.Moores attended the meeting, but had nothing to report; and would keep pursuing the planning matters regarding:-
‘The Walled Garden’ and ‘Lester House’.

1108/07. Correspondence.
- Letter received from Councillor. M.Hudson resigning from Westleigh Parish Council.
The Chairman requested a letter to be sent thanking him for his hard work as a Westleigh Parish Councillor.
- Update on the BT Removal of Public Telephone Box, Eastleigh;
Awaiting further correspondence from ‘The Independent Services Co.Ltd.
- Devon County Council. Commons Act 2000. Westleigh Parish have no sites relative to this Act.
- The Parish Council had no objections to the two applications under the ‘House to House’ Act 1939 being made to the North Devon District Council for:
1). Support Direct for – National Children’s Society.
2). Clothes Aid for ‘WELLCHILD’.
A copy of all correspondence was available to all Parish Councillors.

1108/08. Finance.
Income: North Devon District Council – Parish Grant…………………….£ 267.00
North Devon District Council – Parish Precept 50%..2008/2009. £1500.00
Expenditure:
A copy of expenditure was presented to all Councillors.
RESOLVED. That the expenditure of £792.84 be approved and accounts paid accordingly.

AUDIT 2007-2008
Section 14 of the Audit Commission Act 1998.
The Audit of Accounts for the Westleigh Parish Council for the year ended 31 March 2008 has been concluded.
The Audit Commission has completed the work and there are no matters arising.
The appropriate Notice of Conclusion to be displayed for 14 days commencing 7th November 2008.

Proposed by Cllr.J.May and Seconded by Cllr.W.Dart that Cllr.J.Craze replace Cllr.M.Hudson as a signatory for parish council cheques.
