Minutes of the Meeting of Westleigh Parish Council held in the Village Hall on Wednesday 5th October 2011 at 8pm.

Present: Cllrs.B.Marshall (Chairman), J.May, D.Peel, B.Moores, Mrs.P.Dart.
In attendance: MJ Harding (Parish Clerk), Devon County Councillor Mr.R.Cann, North Devon District Councillor Mr.B.Moores.

1011/01: Apologies: Cllrs. Mrs.M.Parks (Vice Chairman), Mrs.D.Gibbs.

1011/02: Police Report:
PC.T.Hodgson and PCSO Jessica Meaker were unable to attend the meeting.
A Parish Crime Report was received by the Clerk for the period of Wednesday 7th September 2011 to Wednesday 5th October 2011;
Throughout this period there has been no reported crime; and 3.no. incident logs have been reported and investigated:- 1.no. Transportation/Highway Disruption-Horses on Road near to Hill Head; 1.no. Public Safety Concern; 1.no. Administration.

1011/03: Minutes of the Meeting held on Wednesday 7th. September 2011.
Proposed by Cllr.B.Moores and Seconded by Cllr. Mrs.P.Dart that the minutes be agreed as a correct record and signed by the Chairman accordingly.

1011/04: Matters Arising:
A). Memorial Garden/Bus Shelter.
The Chairman would contact Mr. Jacobs regarding any maintenance queries, as the season is now coming to and end.
B). Westleigh Website.
Capt. Paul Fronteras provided a concise report on the usage of the Website for the month of September 2011. The Chairman and Councillors thanked him for keeping the Website to such a high standard.
C). BT Kiosk.
There were no items.
D). Rural Housing Project.
Cllr.Moores had nothing to report.
E). Review of Parish Council Numbers.
There were no items.
F). North Devon Council Planning – Enforcement Orders.
Cllr.Moores advised all matters still in progress.

1011/05: 15 Minutes for Parishioners Questions.
Two members of the Parish attended the meeting; but there were no questions.

1011/06: County and District Council Reports.
Devon County Councillor Mr.R.Cann presented the following information:-
The Leader of the Council is launching a new round of public consultations on the tough spending choices the authority is facing, with meetings in Barnstaple and Ilfracombe.
Devon County Council is launching a new carer’s helpline, the number is 0845 434 435.
The Traffic Lights scheme on the North Devon Link Road at Westleigh Junction has commenced.
North Devon District Councillor Mr. B.Moores advised that he had nothing to report, other than detailed in item 1011/04.
The Fly tipping problem at Bradavin has been kindly dealt with by both Cllrs. Cann and Moores and Cllr. Marshall the Parish Council Chairman.

1011/07: Correspondence.
Correspondence has been received from St Peters Church, Westleigh with a request for their annual Burial Grant 2011/2012 Parish Grant.
Proposed by Cllr. J.May and Seconded by Cllr. B.Moores that their request be granted.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

1011/08: Finance.
1). Income:-
North Devon Council.Parish Grant (Final 2011/2012)… £ 263.00
North Devon Council.Parish Precept (Final 2011/2012). £1250.00

2). Expenditure for Authorisation and Payment:-
A copy of expenditure was presented to all councillors.
RESOLVED: That the expenditure of £554.09 be Approved and the Accounts be paid accordingly. Proposed by Cllr. Mrs.P. Dart and Seconded by Cllr. B.Moores.

The Parish Council had no objections.

1011/10: Parish Council Vacancies.
Westleigh Parish Council Interview of applicant for Co-opted member of the parish Council.
The application from Captain D.S.Ganniclifft to be co-opted as a member of Westleigh Parish Council was agreed by the Council, and Cllr.B. Marshall (Chairman) welcomed him as a new member of the council.

1011/11: Matters raised by Councillors.
The Chairman advised councillors that the Instow Show committee require volunteers, especially from Westleigh.
Lorry movements at Holmacott Tip were discussed, and Cllr.Cann would assist the council regarding any problems.
