Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall, Westleigh on Wednesday 5th, September 2007.
Present: Cllrs: B.Marshall (Chairman), Mrs.M.Parks (Vice
Chairman), P.Fronteras, W.Dart.
0907/01. Apologies:

0907/02. Police Report:
PC. Terry Hodgson attended the Parish Council Meeting and introduced himself as
the newly assigned ‘Neighbourhood Beat Manager’ for Westleigh Parish; Dan Gibson
was his Police Community Support Officer.
Reported Crime over the period 5th.August to 4th.September 2007 was:- 1.no:
Criminal Damage, and 1.no: Harassment. Over the same period 7.no: phone calls
were received and logged:- 6.no. Road Related and 1.no: Events information.
0907/03. Minutes of Meeting held on the 4th. July 2007:
Proposed by Cllr.P.Fronteras and Seconded by Cllr.Mrs.M.Parks that the Minutes
be agreed as a correct record, and signed by the Chairman accordingly.
0907/04. Matters Arising:
A). Memorial Garden/General Maintenance:
General maintenance still ongoing.
B). Bus Shelter:
Cllr.Mrs.M.Parks requested an additional Wheelie Bin by the Bus Shelter at
Westleigh Straight.
C). Westleigh Website:
Councillor P.Fronteras advised the council that the website was again well
supported.
D). Instow & Westleigh Parish News:
Nothing to report.
0907/05. 15 Minutes for Parishioners Questions:
No Questions.
0907/06. County and District Council Reports:
County Councillor. R.Cann said he has received a request that a ‘Weight
Restriction’ is introduced in the Eastleigh area to help prevent large vehicles
from accessing Holmacott, and the consequent adverse impact on some of the
smaller communities in the area.
The Devon County Council Traffic Team is to investigate whether such an order
meets current traffic policy.
A pilot scheme is to be carried out to provide a small number of recycling
litter bins within the vicinity of main tourist beaches.
The re-introduction of the ‘Free Bulky Goods Collection’ has been enormously
successful, and demand has outstripped resources available. There have been a
few instances when items were not placed out on the arranged day.
The additional ‘Wheelie Bin’ requested at Westleigh Straight has been discussed,
and although the existing bins do overflow, it is considered that this is the
result of someone taking advantage to dispose rubbish, rather than normal
litter.
The take up of free composting bins to domestic residents not on the ‘Green
Wheelie Bin Service’ has not been as great as expected.
North Devon District Councillor. B. Moores advised the meeting that only the
full District Council can approve Section 30 Behaviour (ASBO Application)
Orders.
The Council has approval to appoint a ‘Committee of Council’ to consider and
make recommendations to the council on the appointment of a Chief Executive.
There is a Beach Management Panel to prepare a format of policy.
To reduce litter from the Fishing Industry, Beach users and sustainable Beach
Cleaning.
There was also a Community Councillors Grants Application system regarding
funding.
0907/07. Correspondence:
A copy of all correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0907/08. Finance:
A copy of expenditure was presented to Councillors.
RESOLVED: the expenditure totalling £127.90 be approved , and the accounts paid
accordingly.
AUDIT 2006 – 2007
The Audit of Accounts for the Westleigh Parish Council for the year ended 31
March 2007 has been concluded.
The Audit Commission has completed the work and there are no matters arising.
The appropriate ‘Notice of Conclusion’ to be displayed for 14 days commencing
7th. September 2007.
0907/09. Planning:
1. Town and Country Planning Act 1990 – Section 211 Notice.

North Devon District Council has received – no objections to the proposed works.

North Devon District Council has granted planning permission.
(Items no.1. and no.2. were posted to ALL PARISH COUNCILLORS for their comments,
no objections were received).

ref: 44596.
4. Proposed Extension to Ground Floor to provide additional Living
Accommodation.

The Clerk has written letters on behalf of Westleigh Parish Council regarding
the three items in question, and no replies have been received to date.
