Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall, on Wednesday 5th. January 2011 at 7.30pm.
Present:Cllrs.B.Marshall (Chairman), J.May, Mrs.D.Gibbs, Mrs.M.Parks (Vice
Chairman. items 04-12) .
0101/01: Apologies. Cllrs.D.Peel, B.Moores.
0101/02: Police Report.
There was no Police presence, and no report was received.
0101/03: Tapeley Innovations Limited. Proposal for a Solar Array at Huish
Fields.
Mr.N.Padden, Director of Tapeley Innovations Limited was introduced to the
meeting by the Parish Chairman. Mr.Padden gave an informative outline of the
proposal for a solar array at Huish Fields. No official planning application has
yet been made, but a case number (C102 654) has been set up with the North Devon
District Planning Authority. The Chairman asked a number of questions, and
Screening of the site, Wildlife issues and location were important aspects of
Tapeley Innovations Limited application. The Parish Council would be made aware
of any further details involving further progress of this scheme.
0101/04: Minutes of the Meeting held on Wednesday 1st December 2010.
Proposed by Cllr. J.May and Seconded by Cllr.Mrs.D.Gibbs that the minutes be
agreed as a correct record and signed by the Chairman accordingly.
0101/05: Matters Arising.
A). Memorial Garden/Bus Shelter.
There were no items raised.
B). Westleigh Website.
The Website remains to be well used.
C). BT Kiosk.
A Notice has been placed in the kiosk at Eastleigh to advise people it is now
under the responsibility of the parish Council. The Parish Council insurers have
been sent a letter with this information.
D). Rural Housing Project.
Arrangements are being made for Mr.C.Savage to attend the Parish Council Meeting
to advise on the outcome of the report.
E). Review of Parish Council Numbers.

0101/06: 15 Minutes for Parishioners Questions.
There were no questions.
0101/07: County and District Council Reports.
Devon County Councillor Mr.R.Cann presented the following information:
Planning Enforcement questions were going to be made at the next North Devon
Council meeting as to long outstanding planning enforcement actions, and to
their final outcomes.
Westleigh Junction Scheme – Work is being progressed on identifying contractors
for this scheme.
Devon County Council Grass Cutting proposals.
Locality Grants for 2011/2012. Investing in Devon grant.
Grit Bins.
North Devon District Councillor Mr.B.Moores was unable to attend the Parish
Council meeting after sustaining a nasty shoulder injury from a fall during the
recent snowy and icy conditions.
One item was reported; the current Planning and Enforcement matters are being
forwarded from the Planning to the Legal departments.
0101/08: Correspondence.
There were no items for discussion.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0101/09: Finance.
1). INCOME -- Nil
2). Expenditure for Authorisation and Payment.
RESOLVED: That the expenditure of £179.41 be approved and Accounts be paid
accordingly. Proposed by Cllr. Mrs.M.Parks and Seconded by Cllr.Mrs.D.Gibbs.
Final Application for 2011/2012 Parish Precept to be submitted to North Devon
District Council.
A). Confirmation of £2,500 to be submitted to North Devon District Council.
B). Confirmation for the deduction of Devon Association of Parish Council
Subscription 30th April 2011 by North Devon District Council from Precept.
C). Confirmation of ‘Precept upon Charging Authority’.
D). Confirmation of change of Parish Grant due to decrease of ‘Register of
Electors’ 2011 (in force from 1st.December 2010).
