Minutes of the Meeting of Westleigh Parish Council held in the Village Hall on Wednesday 6th April 2011 at 7.30pm.

Present: Cllrs.B.Marshall (Chairman), Mrs.D.Gibbs, Mr.B.Moores, Mrs.P.Dart.

0104/01: Apologies. Cllrs.Mrs.M.Parks (Vice Chairman) J.May, D.Peel

0104/02: Police Report.
PC.Hodgson and PCSO Jessica Meaker were unable to attend the meeting, but the following report has been received.:- There has been 1.no. reported crime, that of Assault/Occasioning ABH, and 3.no.incident logs reported which are as follows:-
Public Safety/Concern for Safety – Transport Inc’/Highway Disruption – Anti Social Behaviour/Vehicles.

0104/03: Tapeley Innovations Limited: Proposal for a Solar Array at Huish Fields.
Planning details have been passed to North Devon District Planning.

0104/04: Minutes of the Meeting held on Wednesday 2nd March 2011.
Proposed by Cllr.Mrs.D.Gibbs and Seconded by Cllr.Mrs.P.Dart that the Minutes be agreed as a correct record and signed by the Chairman accordingly.

0104/05: Matters Arising.
A). Memorial Garden/Bus Shelter.
Mr.Jacobs has submitted his tender for the 2011 Grounds Maintenance Works within the Parish. Cllr.Mrs.D.Gibbs has proposed, and Cllr.Mrs.P.Dart has seconded that the tender price be accepted, and Mr.Jacobs be advised accordingly.
Cllr.B.Marshall (Chairman) agreed to liaise with Mr.Jacobs regarding any local site queries.
B). Westleigh Website.
Capt’ P.Fronteras forwarded statistics showing World wide usage.
C). BT.Kiosk. Eastleigh.
No items for discussion.
D). Rural Housing Project.
Cllr.B.Moores would contact Mr.C.Savage the Housing Enabler on future guidance regarding Affordable Housing, and would present the council with any new information at the next parish council meeting.
E). Review of Parish Council Members.
Councillors were advised that the May 2011 Parish Council Election would be Uncontested. Notices would be posted on both Westleigh and Eastleigh Noticeboards.

0104/06: 15 Minutes for Parishioners Questions.
Two Parishioners attended the meeting.
Regarding the Part Time Lighting Policy, no new correspondence had been received from Devon County Council regarding specific lighting changes.
Affordable Housing was discussed with general questions being asked.
One Parishioner was given a copy of the Rural Housing Report for perusal.

0104/07: County and District Council Reports.
County Councillor. Mr.R.Cann presented the following information:-
The Urban Grass Cutting has now been reviewed, and increased from the two cuts a year to four cuts. The County Councillors Locality Budget and Investing in Devon Fund has been increased to promote the Councillor Role working with the Community and Parish Councils.
Westleigh Junction Improvement Scheme; As a result of objections the scheme has been delayed.
North Devon District Councillor Mr.B.Moores presented the following information:-
The Unauthorised Development for ‘Lester House’ and ‘White Lodge’ is still ongoing, and Southcott Barton is being investigated.
A meeting was held to discuss the proposals for the development of the old power station site. The site is considered far too important for Industrial Development, given Estuary setting and proximity to the Tarka Trail.
Spring Clean for the North Devon Link Road – An annual litter pick has just begun.
Speeding up Planning Applications – A consultation is being carried out by local councils.

0104/08: Correspondence.
Correspondence from Mr.Jacobs was discussed under item 5(A).
A copy of correspondence was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

0104/09: Finance.
1). INCOME………………NIL.
2). Expenditure for Authorisation and Payment:-
Nil items.
Under new guidance from HM Revenue & Customs, Parish Councils must register with HMRC and operate PAYE on the income the Clerk earns.

Erection of Replacement Pavilion at Westleigh Cricket Club Merchants Park Westleigh Bideford. - Planning Permission Granted.

0104/11: Parish Council Vacancies.
Election Packages were sent to all Parish Councillors for the forthcoming May2011 Parish Council Elections, for submission to the Election Office, North Devon District Council. Notices were also posted on the Westleigh and Eastleigh Noticeboards.
Copies of the Statement of Persons Nominated for the District and Parish Elections 5th May 2011, to be posted on the Westleigh and Eastleigh Noticeboards and distributed to Parish Councillors for their information.
