MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall ,
Westleigh, on Wednesday 6th April. 2005 at 7.30 p.m.
Present. Cllrs. M.Hudson, ( Chairman ) P.Fronteras, M.Cumiskey, B.Marshall,
M.Parks and A.Samphier.
Also Present.
Cllr R. Cann .DCC.
0405/1 Apologies for Absence.
Cllrs. L.Kenny and J.May.
0405/2 Police Report.
PC J. Parker reported that the theft locally of a JCB Jack Hammer had been the
only reported crime in the parish over the past month, with the area of
Westleigh / Eastleigh being generally crime free.
PC Parker provided his contact telephone number for use by councillors.
Cllr. B. Marshall advised PC Parker of seemingly suspicious activity within the
Parish
PC Parker noted the information.
0405/3 Minutes of the Meeting held on 2nd March. 2005.
Resolved that the minutes of the Meeting held on 2nd March. 2005 be agreed as a
correct record and signed by the Vice Chairman.
0405/4 Matters Arising
Memorial Garden / General Maintenance
The situation regarding the general maintenance within the parish and the
Memorial Garden in particular was raised. It was suggested that a higher level
of maintenance was required on the Memorial Garden and at the Westleigh Gateway.
It was proposed that a more frequent and formal programme be initiated and the
Chairman and the Clerk to liaise and obtain quotes from local contractors to
provide such a programme,
Westleigh Website
Cllr. Fronteras indicated the Website was proving very successful and well used
with 19,696 visits and 2888 hits in the previous month
Undergrounding of Cables
Nothing further to report.
Westleigh Parish Heritage Forum
Nothing to report.
Fly Tipping
Cllr. B.Marshall reported that the Eastleigh area had again been subjected to
further “fly tipping” with the deposit of 100+ tyres in one particular location.
A letter on the matter has been sent to Cllr. R.Cann.
0405/5 Parishioners Questions.
Request for an update on the possibility of housing development within the
parish.
Cllr Cann offered to investigate the current situation with the Planning
Dept.and report back.
0405/6 County and District Council Reports.
Cllr R. Cann. DCC.
Cllr L. Brown unfortunately was unable to attend and Cllr Cann apologised on her
behalf for her absence.
NDDC was being subjected to a restructuring / reorganisation and the result
should lead to a more effective management structure.
Surface Water Eastleigh
The County Environment Dept. have prepared a scheme for remedial work to be
carried out which should resolve the problem.
Conservation Area
More resources are required and decisions are still awaited.
With the County Elections due next month Cllr.Cann. took the opportunity of
expressing his pleasure in having been able to represent Westleigh Parish over
the past four years.
The Chairman thanked Cllr Cann for all the help he had provided over the past
four years.
Cllr. Cann very rarely misses a parish meeting and the Chairman with the
unanimous support of the councillors, expressed his gratitude for all the
assistance Cllr Cann has provided.
0405/7 Parking /Play Area.
Nothing further to report. Await meeting with Planning Dept.
0405/8 Correspondence.
A copy of all correspondence was made available to all Councillors. Resolved
that correspondence be noted.
0405/9 Finance.
A letter had been received from the Parish Hall Committee setting out their
future programme for the repair and maintenance of the Village hall.
The letter included a request for additional financial support towards the cost
of continuing the repairs and refurbishment of the hall.
Declaring an interest in the matter Cllrs A.Samphier and M. Cumiskey left the
room.
Following a debate on the subject it was resolved to provide an additional
£400.00 as a “one off “ donation to the Village Hall Committee towards their
repair programme.
The clerk to make the payment accordingly.
A copy of expenditure was presented to Councillors. Resolved, that the
expenditure totalling £419.24 be approved and accounts be paid accordingly.

Cllr. M.Cumiskey took the opportunity on behalf of the council to welcome Mike
Hudson back to the chair following his enforced absence and to thank Cllr Paul
Fronteras for acting as chairman over the past four months.
