MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall, Westleigh on Wednesday 6th, June 2007. at 7.30pm.

0607/1: Apologies:
Cllrs. M.Hudson, J.Craze.

0607/2: Police Report:
No report; as there was no attendance by Police representatives.

0607/3. Minutes of Meeting held on the 17th, May 2007.
Proposed by Cllr. J.May and Seconded by Cllr. W.Dart that the Minutes be agreed as a correct record, and signed by the Chairman accordingly.

0607/4: Matters Arising:
A). Memorial Garden/General maintenance:
A copy of the Grounds Maintenance Contract was presented to the Councillors, and would be passed to Cllr.M.Hudson to clarify works locations within the parish.
B). Bus Shelters:
Items of clothing were left in the Bus Shelter; Cllr.P. Fronteras reported this to the Clerk who contacted North Devon District Council to report the matter and to clear as necessary.
C). Westleigh Website:
Cllr.P. Fronteras advised that there were 6868 visitors to the website last month, and continues to be well supported.
D). Instow & Westleigh Parish News:
A new list of Councillors and their appointments for 2007/08 would be sent to the Parish News for information.

0607/5: 15 Minutes for Parishioners Questions:
There were no questions.

0607/6: County and District Council Reports:
County Councillor R.Cann was meeting with the Planning Officer at Holmacott Tip at 5pm, on the 11th, June 2007.
Devon County Council has over 73,000 Street lights costing in the region of £2.2M annually. Over the last three years the recycling and composting rate for Devon has risen from 19% to 40% . DCC are looking to Energy and Waste Initiatives to help reach targets. Householders should be aware of the dangers of employing itinerant rather than reputable tradesmen who have the required public liability insurance and a licence to move waste. Itinerant workers have been carrying out gardening and clearance jobs locally before simply dumping the waste at the site. ‘Householders have a duty of care now, as the person who produces the waste is responsible for it and its disposal’

North Devon District Councillor, Brian Moores, introduced himself to the Parish Councillors as the new District Councillor for the area; he apologised for not being able to attend our last meeting but would support the parish council at future meetings. Councillor Moores had nothing to report on this occasion.

0607/7: Correspondence:
A copy of all correspondence received was made available to all councillors.
Resolves that all correspondence be noted.
Completed forms for:
‘Declaration of Acceptance of Officers’ and
‘Notice of Financial and Other Interest’
were passed to the Clerk by Councillors present, and the Clerk had also received the completed forms from Cllr. M.Hudson.
Councillors were also presented with The Standards Board for England guidance on the revised Members’ Code of Conduct.

0607/8: Finance:
INCOME:
Nil

EXPENDITURE:
A copy of Expenditure was presented to Councillors:
Resolved : the expenditure totalling £170.80 be approved, and the accounts paid accordingly.

It was proposed by Cllr.J.May, and seconded by Cllr.M.Parks, that Cllr.B.Marshall (Chairman) would be the new signatory for payment of cheques, replacing Mr.M.Cumiskey who is no longer a Parish Councillor. The existing signatories Cllrs. P.Fronteras and M.Hudson would continue. The Bank’s change of signatories details would be completed as necessary.

0607/9: Planning:
There were no planning issues.

0607/10: Any Other Business at the Chairman’s Discretion:
Cllr.B.Marshall advised the meeting that all ‘Neighbourhood Watch’ information would be placed on the Parish Noticeboards on ‘RED’ paper.
Cllr.B.Marshall has spoken with the Devon and Cornwall Constabulary PCSO Supervisor with regard to regular attendance and police information updates by the local PCSO to Parish Council meetings.
