MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall, Westleigh, on Wednesday 7th. February 2007 at 7.30 p.m.

Present: Cllrs. P.Fronteras (Chairman), M.Hudson, A.Samphier, J.May, M.Parks, B.Marshall and J.Craze.

0207/1 Apologies for Absence: There were no apologies.

0207/2 Police report:
PCSO Charles apologised for his absence, but has reported one incident in the last month within the parish of Westleigh; a broken window at St Peters Church. The investigation will continue, but at the present time the incident is ‘non detected’.
PCSO Charles also stated there would be a new Community Officer to assist in the area.
PCSO Charles has also apologised that he will be unable to attend March and April meetings, but would attend the May Parish Council Meeting.

0207/3 Minutes of the Meeting held on the 3rd, January 2007.
Resolved that the minutes of the Meeting held on the 3rd,January 2007 be agreed as a correct record and signed by the Chairman.

0207/4 Matters Arising:

Memorial Garden/General Maintenance
The Chairman advised the members that Mr.Jacobs has accepted our proposals to carry out the Schedule of Maintenance within the parish of Westleigh, and will liaise with Cllr Fronteras. The Clerk was asked to contact Mr.Jacobs regarding letter of acceptance, and copy of insurance.

Bus Shelter
An estimate was received from Mr.Brian Trowl for re establishing seating in the bus shelter to a similar specification to the seating in the shelter on the opposite side of the road. The matter was agreed by the Councillors to send Mr.Trowl a letter confirming acceptance of his estimate to carry out the works.Cllr. J May has been nominated for the liaison between Mr.Trowl and the parish council.

Westleigh Website
Nothing to report. Worldwide hits totalled 7,025. The Website continues to be well used.

Westleigh Heritage Forum
Nothing to report.

Co option of Mr.J Craze
All paperwork for Mr.J Craze has been completed.

Instow and Westleigh Parish News
The Councillors resolved that signed minutes of the previous Parish Council Meeting be sent out to the Parish News shortly after the last meeting.

0207/6. District and County Council Reports
With the absence of Councillor Brown there was no report from NDDC.

Cllr.R .Cann. DCC
Cllr. Cann expressed his concerns at the proposals to reduce maintenance standards on the A361 North Devon Link and A39, and reduction in funding of highway maintenance services. Coast and Countryside grant to be cut by 40%, and School closure announced.
A total of 36 people died on Devon roads last year, compared to 46 the previous year; 34 fatal collisions, two resulting in double fatalities. The most frequent problem involved drivers or motorcycles losing control whilst negotiating bends.
Concerns were raised by Councillors to Cllr. Cann regarding the Holmacott Landfill Site usage. Cllr. Cann agreed to arrange a site meeting with himself, Chairman and Councillors and Devon County Council to discuss matters.

Councillors resolved to delete this item from future agendas.

A copy of all correspondence received was made available to all Councillors.
Resolved that all correspondence be noted.

0207/9 Finance
A copy of expenditure was presented to Councillors.
Resolved that the expenditure totalling £50 be approved and accounts , be paid accordingly.
