MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in the
Village Hall , Westleigh, on Wednesday 7th July 2004 at 7.30 p.m.
Present. Cllrs. P.Fronteras (chairman) M.Cumiskey. M.Parks, B.Marshall,
A.Samphier and J.May.
Also present. Cllr R. Cann. DCC. Cllr. L. Brown NDDC.
0704/1 Apologies for Absence. Cllrs M.Hudson and L.Kenny .
0704/2 Police Report. PC. J.Parker had contacted the clerk to apologise
for his absence together with the report that there had not been any crime
recorded in the parish of Westleigh over the past month.
PC Parker also provided an E-mail address for use by members if required.
0704/3 Minutes of the Meeting held on 2nd June. 2004.
Cllr. B. Marshall commented that in the Minutes of June 2nd, reference
No.0604/3 concerning Wheelie bins, it had been omitted, that according to
Mr Danson,(Greensweep representative ) the decision for parishioners to accept
the Wheelie bin system, or to use an alternative arrangement, would rest
entirely with each individual homeowner.
With the omission being recognised and the amendment minuted, it was Resolved
that the minutes of the Meeting held on 2nd June 2004 be agreed as a correct
record and signed by the Chairman.
0704/4 Matters Arising
Memorial Garden / General Maintenance.
Cllr B Marshall had met Mr Harris and agreed the necessary repairs to the
Eastleigh Notice board. The repairs have not yet been carried out.
Westleigh Website It was reported by Cllr Fronteras that the cost of
maintaining the Website was likely to rise to around £300.00 per annum.
It was important therefore that further sponsorship is sought to help fund the
scheme.
Cllr R.Cann has been asked to investigate the possibility of funding through DCC.
or NDDC.
Undergrounding of Cables Nothing further to report.
Parish Alliance. Date of next meeting. Thursday 9th September at 7.30 pm.
At Westleigh Village Hall.
Westleigh Parish Heritage Forum
Thanks to a great deal of work by the members and in particular to Capt. P
Fronteras, the Forum has produced a booklet with photographs, recording the
listed buildings within the parish.
Work is being undertaken to update the current number of listed buildings within
the parish together with preparing a case for the revision of the conservation
area covering the village
0704/5Parishioners Questions. There were none.
0704/6 County & District Reports.
Cllr L.Brown NDDC reported that the Greensweep operation is now programmed
to commence in September 2004 and will cover most of the ND District.
There will be areas that will not suitable for this service.
In order to compensate those unable to use the new system the Council will
provide free Composting bins, kitchen caddy, Aerator, Biocompost maker, a book
and an explanatory CD.
South Molton Recycling has secured a significant award from the National
Lottery’s New Opportunity’s Fund . This will allow the “Green Box” dry recycling
scheme to be extended, which will include the parts of Westleigh and Instow not
already covered
NDDC are preparing a revised plan for the replacement toilets on the Marine Car
Park at Instow. Following a site visit, residents in the immediate vicinity are
being consulted
Speed Boats in the Estuary. The Barnstaple and Fremington Area committee have
agreed to set up a working party and invite Torridge District Council, Taw &
Torridge Estuary Forum and other relevant organisations to meet and consider the
best way forward to control this growing problem.
Cllr R. Cann DCC.
In response to the question of funding the Westleigh Website Cllr Cann reported
that a number of approaches have been made across the county for similar
assistance.
As a result of these requests, options for assistance are being investigated.
Westleigh Conservation area.
Proposals for an extension to the Westleigh conservation area are now under
consideration by NDDC.
Requests for buildings or gardens to be listed would be best coming direct from
the Parish Council.
0704/7 Parking / Play Area.
Discussions continue, nothing further to report.
0704/8Correspondence.
A copy of all correspondence was made available to all Councillors. Resolved
that correspondence be noted.
0704/9 Finance.
A copy of expenditure was presented to Councillors. Resolved, that the
expenditure totalling £120.94 be approved and accounts be paid accordingly.
0704/10 Planning
Planning Ref. No.37235 Extension & Alterations to Dwelling (Amended Drawing
) at rose Mill Cottage Westleigh. Planning Permission …Granted
0704/11 Any Other Business at Chairman’s Discretion.
