MINUTES of the Meeting of WESTLEIGH PARISH COUNCIL held in
the Village Hall , Westleigh, on Wednesday 7th June 2006 at 7.30 p.m.
Present. Cllrs. P.Fronteras (Chairman) B.Marshall, M.Cumiskey, J.May M.Parks ,
A.Samphier and M.Hudson.
0606/1 Apologies for Absence. Cllr. L.Kenny and B.Baker ( Clerk )
In the absence of the clerk the minutes of the meeting were taken by Cllr. M.
Parks.
0606/2 Police Report.
In the absence of PC J.Benbow there was no police report.
0606/3 Minutes of the Meeting held on 3rd May 2006.
Resolved that the minutes of the Meeting held on 3rd May 2006 be agreed as a
correct record and signed by the Chairman.
0606/4 Matters Arising
Memorial Garden / General Maintenance
The clerk was asked to approach Mr Souster prior to his next maintenance visit
and ask him to contact Cllr M. Hudson to discuss the work required on the
Memorial Garden.
Bus Shelter.
Repair work to the roof has been completed but the removal of the seat following
a spate of vandalism has been met with conflicting opinions.
The clerk was asked to approach Mr Steven to obtain a quotation for the
provision and installation of vandal proof seating.
Fly Tipping.
Councillors and the public should continue to be vigilant.
Westleigh Website Still performing well and in the past 12 months the website
has recorded 40,000 visits.
Westleigh Heritage Forum Nothing to report.
Undergrounding of Cables Nothing further to report.

There was none.
0606/6 District and County Council Reports.
Cllr. R.Cann. DCC.
In the absence of Cllr Cann there was no report.
Cllr. L.Brown.NDDC.
Cllr. Brown sent apologies for her absence but forwarded her monthly report
The North Devon Delegation to France over Water sports, beach and sea safety and
environment had proved to be very successful.
The Environment Agency and TDC are examining the implications concerning the
fire at Goddard’s recycling yard and the future precautions that may be
necessary.
The Barnstaple, Fremington, Instow Area Committee meets tonight and a report to
Westleigh will follow next month.
The North Devon Local Plan has now been formerly adopted although Cllr Brown has
raised her concern over small changes to the development boundary
0606/7 Parking / Play Area. Nothing to report
0606/8 Correspondence.
A copy of all correspondence received in the previous month would be presented
at the July meeting.
0606/9 Finance.
A copy of expenditure was presented to councillors. Resolved, that the
expenditure totalling £986.73 be approved and accounts be paid accordingly.
0606/10 Planning There were no planning issues this month.
0606/11 Any Other Business.
Cllr Marshall expressed his concern over the number of skips passing through
Eastleigh and using Holmacott landfill site and questioned whether the material
being deposited is appropriate under current terms and conditions. The chairman
suggested Cllr Marshall contact Cllr Cann for his observations prior to the next
meeting.

pickers” by the District or County Council
