Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall, Westleigh on Wednesday 7th 2008 (at the rising of the Annual Meeting 7th
May 2008).
Present. Cllrs.B.Marshall (Chairman), Mrs.M.Parks (Vice Chairman), P.Fronteras,
M.Hudson, J.May, W.Dart.

0508/02: Police Report:
PC.T.Hodgson attended the meeting and presented the following information;
Westleigh Parish – Recorded incidents between 07/04/2008 and 07/05/2008.
Criminal damage to a vehicle after a rock was thrown from the Torridge Bridge.
There were 7.no. recorded logs; 1.no. broken down vehicle; 4.no.RTC logs; 1.no.
Alarm activation and 1.no. Anti social behaviour.
Neighbourhood Watch – there will be speed detection patrols within the area
after the 9th May 2008.
0508/03: Minutes of meeting held on the 2nd April 2008:
Proposed by Cllr.M.Hudson and seconded by Cllr.P.Fronteras that the minutes
be agreed as a correct record, and signed by the Chairman accordingly.
0508/04: Matters Arising:
A. Memorial Garden:
Cllr.M.Hudson liaised with Mr.Jacobs regarding the clearance of weeds and hedge
cutting.
B. Bus Shelter:
Cllr.M.Hudson liaised with Mr.Jacobs regarding the clearance of litter.
C. Westleigh Website:
Cllr.P.Fronteras advised the meeting that the web site was again well used.
D. Instow & Westleigh Parish News:
Details of new officers to follow.
0508/05: 15 Minutes for Parishioners Questions:
There were no matters.
0508/06: County and District Council Reports:
Devon County Councillor R.Cann presented the following information:-
A39 Westleigh Junction will have a new safety sign installed, and will be
operational on May 9th 2008.
Surface Dressing will take place on the A39 between Roundswell and Westleigh
Junction between 2nd June and 13th July 2008, and the road will be closed at
1900 hrs until 0200 hrs, with slight variations.
A Clean Sweep Estuary Litter Pick was well supported with an area between Instow
and the former Power Station included.
North Devon Council’s first day carrying out kerbside recycling has been a great
success, following South Molton Recycle’s written notice to end their
arrangements with North Devon District Council.,
North Devon District Councillor B.Moores presented the following information:-
Local Government Review – Northern Unitary Vision.
Proposals by North Devon Council call for the creation of a new authority to run
all government services for North Devon from one place.
Civic Car parking Enforcement; on the 5th May North Devon District Council will
take over enforcement of on-street car parking across the district.
Planning Application for Lester House, Westleigh, and Walled area adjacent White
Lodge grounds are still under investigation.
Councillor Moores requested through the Chairman if he could give a short talk
on NDDC Local Government Review.
The Parish Council agreed with Cllr Moores that he would do a presentation from
7pm to 7.30pm at the Village Hall prior to the next parish council meeting on
June 4th 2008, to include all councillors and parishioners of Westleigh .
The Clerk would arrange a notice to be placed on the village noticeboards.

A copy of all correspondence was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0508/08: Finance:
INCOME:
NDDC. 50% Parish Precept (2008-2009)…………..£1500 - £59(DAPC)
NDDC. 50% Parish Grant (2008-2009)……………£ 267
EXPENDITURE:
A copy of expenditure was presented to councillors.
RESOLVED: that the expenditure totalling £536.25 be approved and accounts paid
accordingly.
It was RESOLVED – to approve the ‘Statement of the Accounts’ and ‘Annual
Governance Statement’ relating to 2007-2008 audit in accordance with the audit
regulations.
The Clerk expressed his thanks to Mr.Sampson for acting as internal auditor to
the Parish Council
For Parish Council Approval:
To Discuss,Propose, and Second Annual Grant to be given to the Westleigh
Village Hall for 2008-2009..
This matter was not discussed, and would be brought to the Parish Council
Meeting in July 2008.
RESOLVED: The Parish Council would invite officers of the Village Hall Committee
to attend for this item.
