Minutes of the Meeting of Westleigh Parish Council held in the Village Hall on Wednesday 7th. September 2011 at 8pm.

Present: Cllrs. B.Marshall (Chairman), Mrs.M.Parks (Vice Chairman), J.May, D.Peel.(Items 4F – 11), Mrs.D.Gibbs, B.Moores, Mrs.P.Dart.

0911/01: Apologies. No Apologies.

0911/02: Police Report.
PC.T.Hodgson and PCSO.Jessica Meaker were unable to attend the meeting, but PCSO Gareth Woolway attended, and gave the following information:-
There were 3.no. reported crimes since the 4th.May 2011; ‘Drive or Attempt – Excess alcohol in body’, ‘Theft’ and ‘Non Crime – Domestic Incident’. There were 22.no. incident logs reported from the 4th May to the 7th.September 2011 ‘various’.

0911/03: Minutes of the Meeting held on Wednesday 6th. July 2011.
Proposed by Cllr.Moores and Seconded by Cllr.Mrs.D.Gibbs that the minutes be agreed as a correct record and signed by the Chairman accordingly.

0911/04: Matters Arising.
A). Memorial Garden/Bus Shelter.
The Parish Council have received no complaints regarding the above sites.
B). Westleigh Website.
The Website remains very well used.
C). BT Kiosk.
There were no matters arising.
D). Rural Housing Report.
Cllr.B.Moores has received no current information regarding the above.
E). Review of Parish Council Numbers.
There were no items.
F). North Devon Council Planning-Enforcement Orders.
Cllr.B.Moores advised:- The Planning Enquiry for White Lodge is 29th. November 2011, and the Planning Notice for Lester House has been delayed.

0911/05: 15 Minutes for Parishioners Questions.
One Parishioner attended the meeting, but no questions were asked.

0911/06: County and District Council Reports.
Devon County Councillor Mr.R.Cann presented the following information:-
Recruitment for Parish Council Snow Wardens.
Westleigh Junction Update – The Works have now started and there will be 3.Way Traffic Lights used at peak hours, and a 40mph speed limit will be introduced at the start of the works.
‘Ditch the Junk Mail’ ; Devon County Council are encouraging people to sign up to a Mailing Preference Service (MPS) to reduce junk mail. The ‘MPS’ is a free service.
‘Side Waste’ – Wheelie bins scheme have no side waste policy; NDC are planning to introduce this service to eliminate rubbish and littering of the streets.
‘Free Bulky Collection’ NDC have agreed to retain the free service for the collection of one bulky household item a year.

North Devon District Councillor Mr.B.Moores presented the following information:-
‘White Walled Garden’ The District Council has until the 12th September 2011 to comment on submissions of the Appellant and interested third parties.
The Public Inquiry is to be held on the 29th. November 2011 at the Civic Centre, Barnstaple starting at10am.
In respect of ‘Lester House the Planning Officer has given the appropriate instruction for the Notice to be issued, but has been delayed.
‘Southcott Barton’ . Advice has been received from English Heritage, and following the site visit from their representative most of the works done/in progress are acceptable. However there were one or two relatively minor items of work that did need clarification or alteration.
First bulky waste item collection to stay free. North Devon residents are offered one bulky goods item to be collected free of charge every year.
A Pilot scheme is to be introduced to help cut down on the amount of excessive waste left out for kerbside collection.
Plans progress to change multi-storey car park at Queens Street Barnstaple.

0911/07: Correspondence.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.

0911/08: Finance.
1). INCOME:
HM Revenue & Customs VAT Refund for 2010/2011…………….£68.50
2). Expenditure for Authorisation and Payment:
A copy of expenditure was presented to all councillors.
RESOLVED: That the expenditure of £388.99 be Approved and Accounts be paid accordingly. Proposed by Cllr. Mrs.P.Dart and Seconded by Cllr. Mrs.D.Gibbs.
Audit 2010/2011..Section 14 of the Audit Commission Act 1998.
The Audit of Accounts for the Westleigh Parish Council for the year ended 31 March 2011 has been concluded. The Audit Commission has completed the work and there are no matters arising.
The appropriate Notice of Conclusion to be displayed for 14 days commencing 07/09/2011.
For information: Community First/Zurich Insurance have requested the Parish Council’s Employer Insurance Reference number as part of the new HMRC changes to Employer/Employees payroll.

Application for Change of use of Agricultural Land & Formation of Equestrian Manege, at Pillhead House Old Barnstaple Road Bideford. Planning Ref: 52400 Planning Permission has been granted.
Town and Country Planning Act 1990.
Retrospective Application for creation of Vehicle Access & Parking/Turning Area at 8. Oxmans Cottages Westleigh Bideford.
Details sent to all Parish Councillors; there were no comments, and North Devon Council were advised accordingly.


Planning (Listed Buildings and Conservation Areas) Act 1990 Appeals by Mrs Wendy Butcher & Mr Philip William Butcher.

A letter was sent to the Planning Inspectorate with Parish Council comments: as agreed at the 6th. July 2011 meeting.

0911/10: Parish Council Vacancies.
Correspondence has been received regarding application for the remaining co-opted vacancy onto Westleigh Parish Council.
The Parish Council agreed to invite the applicant to the next parish council meeting on the 5th October 2011.

0911/11: Matters raised by Councillors.
Fly-tipping was again raised, and both Cllr.Cann and Cllr.Moores kindly agreed to investigate the site problem with the Chairman and Cllr.May.
