Minutes of the Meeting of Westleigh Parish Council held in the Village
Hall on Wednesday 7th.December. 2011. at 8pm.
Present: Cllrs. B.Marshall (Chairman), J.May, Mrs.D.Gibbs, Mrs.P.Dart,
D.Ganniclifft, Mrs.M.Parks (Vice Chairman) items 4F-10, D.Peel items 4F-10.
In attendance: MJ Harding (Parish Clerk), Devon County Councillor Mr.R.Cann.
12/11/01: Apologies: Cllr.B.Moores.
12/11/02: Police Report:
PCSO Jessica Meaker attended the meeting, and presented the following
information:- Crime Report for the period 2nd.November 2011 to 7th.December
2011.
Throughout this period there had been no reported crimes.
Over this period there has been 6.no. logs reported and investigated:-
Missing Person x 1. Public Safety Concern x 2. Transport/Highway Disruption x 3.
The Chairman thanked PCSO Meaker for attending the meeting.
12/11/03: Minutes of the Meeting held on the 2nd.November 2011.
Proposed by Cllr.Mrs.D.Gibbs and Seconded by Cllr.Mrs.P.Dart that the minutes be
agreed as a correct record, and signed by the Chairman accordingly.
12/11/04: Matters Arising:
A). Memorial Garden/Bus Shelter.
The Chairman/ Mr.Jacobs discussed the 2011 maintenance programme, and the
addition of the Eastleigh PO Box for the 2012 season works.
B). Westleigh Website.
The Website continues to be well subscribed.
C). BT.Kiosk.
To be added to the 2012 Seasons Maintenance Programme.
D). Rural Housing Report.
There were no items for discussion.
E). North Devon Council Planning – Enforcement Orders.
North Devon District Councillor Mr.B. Moores attended for most of the Planning
Inquiry for ‘White Lodge’ and advised the Clerk that a decision would be
approximately six weeks.
F). Winter Maintenance-Snow Wardens/Road Salt.
The Devon County Council Parish Snow Warden Policy was discussed, and in
attendance at the meeting was Mr. Nigel Morgan a parishioner of Westleigh.
Councillor. Mrs.Parks advised the Parish Council that Mr. Nigel Morgan had
kindly offered to take the lead as Westleigh Parish Snow Warden with the
assistance of Cllr. Mrs Parks, and a small group of volunteers. An Information
Pack was given to Mr. Morgan by the Clerk. Devon County Councillor Mr. R.Cann
would kindly arrange a DCC course for all volunteers. Cllr. May kindly offered
storage facilities for the Road Salt.
The Chairman and Councillors thanked Mr. Morgan for his kind offer, and further
information would follow.
12/11/05: 15 Minutes for Parishioners Questions.
There was one parishioner in attendance, and the questions were discussed under
item 4F.
12/11/06: County and District Council Reports:
Devon County Councillor Mr.R.Cann presented the following information:-
Cllr. Cann is investigating the possibility of providing funding supervision
from his locality budget to enable the Probation Service to undertake a week’s
Weed Pulling at locations in his Ward. The Traffic Light Scheme at Westleigh
Junction has now been completed, and is now in operation. Fremington Quay
Heritage Centre marks its 10th Anniversary. North Devon District Councillor Mr.B.
Moores has presented his apologies, and has no reports for this meeting.
12/11/07: Correspondence:
-Mr.A.Jacobs Invoice for works - the 2011 Season Parish Maintenance Programme.
Proposed by Cllr. Mrs.P.Dart and Seconded by Cllr. Mrs.D.Gibbs, that the Invoice
be settled; and the Councillors wished to thank him for keeping the Parish clean
and tidy.
-Resolution for the next meetings agenda; to replace hard copies of Parish
Council Minutes and Agendas sent to Councillors only by post, with E-Mail copies
only.
A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
12/11/08: Finance:

2). Expenditure for Authorisation and Payment:
A copy of expenditure was presented to all Councillors.
RESOLVED: That the expenditure of £515.00 be approved, and the Accounts be paid
accordingly. Proposed by Cllr.Mrs.D.Gibbs and Seconded by Cllr. Mrs.P.Dart.
Application Form received from North Devon Council for 2012/2013 Parish Grants
and Precept; to be returned by the 9th. December 2011.
Proposed Application: PRECEPT of £2,500
Proposed Application: GRANTS to the Village Hall (50%) and Church Burial Ground
(50%). Register of Electors 2011/2012 for Westleigh Parish total 266. Full Grant
Application to be £532. Proposed by Cllr.J.May and Seconded by Cllr.Mrs.P.Dart.
Note: The Parish Council will forward views to North Devon Council on their
Parish Grants Review Consultation.
12/11/09: Planning:
North Devon District Council. Town and Country Planning Act 1990.
-Permission for Development. Extension to Dwelling at No.8. Oxmans Cottages
Westleigh, Bideford. Application no: 52879. Planning Permission Granted.
-Outline Application for Erection of Dwelling at Garden of Nethercott, Westleigh
Application no: 50551. Application has been withdrawn.
-The Planning Inquiry for ‘Site at Walled Area to Highway near White Lodge,
Westleigh was held on the 29th.November 2011 at the Civic Centre, Barnstaple.
All Councillors were advised.
-Erection of a Ground Mounted Photovoltaic Panel Array (1.Row,50Kw) at Eastleigh
Manor, Eastleigh. Planning ref’ 53052.
All Councillors were advised of the above application, and a letter was sent to
the Planning Officer asking if a position on the North Side of the adjacent
hedge could be considered.
-Torridge District Council - Planning Ref’, 1/0928/2111/FUL. Proposal: Erection
of Anemometer Mast (up to 80M height).

All Councillors were advised, and no comments were received.
12/11/10: Matters raised by Councillors:
Councillors again thanked Cllr. Cann and Cllr. Moores for the site at Bradavin
being cleared of ‘Fly Tipping’.
There had been reports of continuous flooding by parishioners at ‘Trayhill’ and
‘Huish. Cllr. Cann very kindly offered to arrange for the sites to be inspected.
Mr.B.Marshall as Chairman has been invited to read a Lesson at the Church
Christmas Service.
