MINUTES of  the Meeting of WESTLEIGH PARISH COUNCIL held in the Village Hall , Westleigh, onWednesday  2nd  April 2003 at 7.30 p.m.

Present

Councillors M.Hudson (Chairman) , P.Fronteras, M.Cumiskey, B.Marshall, J.May, M.Parks, L.Kenny and A.Samphier.

Also present

Councillor R. Cann (DCC.)

0403/1 Apologies for Absence.

Apologies had been received from L.Brown(NDDC) and PC Johnson.

0403/2 Police Report ( Presented by the Chairman in PC Johnson’s absence )

Slates had been stolen from White Lodge, Westleigh, and theft of fuel from a vehicle in Eastleigh had occurred on 17.03.03.

There is no pattern for the crime in the Westleigh parish although thefts from vehicles  parked in Bickington have become a problem. Please keep cars locked  and do not leave articles on display.

A Neighbourhood Watch Co-ordinator has been found for Eastleigh but a

co-ordinator is still required for Westleigh.

Cllr P. Fronteras volunteered to act as NHW Co-ordinator for Westleigh. The Clerk to inform PC Johnson.

0403/3 Minutes of the Meeting held  5th March 2003.

RESOLVED that the minutes of the Meeting held on 5th March 2003 to be agreed as a correct record and signed by the Chairman.

0403/4  Matters Arising

Memorial Garden

Cllr M.Parks reported that she had found a parishioner who might be prepared to take on the maintenance of the Memorial Garden together with the annual maintenance of parish seats, bus shelters, grass areas and planters as required.

The Clerk to forward the job description to the Chairman who would then with the assistance of Cllr. Cumiskey arrange an informal meeting with the prospective “handyman” to discuss the council’s requirements and terms of employment.

Memorial Garden Hedgebank

Cllr Cann reported that a representative of NDDC Planning Dept. had inspected the hedgebank and had indicated that the necessary reinstatement had been carried out to their satisfaction.

Westleigh Website.

Cllr P. Fronteras reported that there had been 317 “Hits” on the Westleigh Website in the past month.

Contributions are still being received and the total to date is Ł175.00

Cllr P.Fronteras also reported that Westleigh House Farm had received a booking as a direct result of the Website.

Northern Devon Community Transport Association Ltd.

Cllr L.Kenny has re-drafted the questionnaire, suggesting amendments which might prove helpful in obtaining the appropriate information.

The Clerk was instructed to forward the draft  to NDCTA.for them to provide adequate copies for distribution throughout the parish.

Street Lighting.

Cllrs M.Hudson and M.Cumiskey to arrange a site meeting to discuss location of lighting column.

Traffic Management / Off street parking.

Mr J. Pretty had been invited by WPC to open a debate on the ongoing  problem of traffic management and parking within Westleigh village.

As a result of the discussion which included the historical aspect of the problem

and the attitude of various interested parties it was proposed to pursue the matter with a little more determination .

At this point however Cllr R.Cann (DCC) suggested that there were alternative possibilities being investigated that might prove to be acceptable to all concerned and which might relieve some, if not all of the current problems.

The council resolved that under the circumstances to remain open minded on the matter and await further information.

Cllr Cann also invited the council to provide him with details of particular areas of concern regarding traffic management that he could take to the County Council for their consideration.

Unaccompanied Dogs

The Dog Warden has visited the village as requested and has supplied posters for use as required.

Instow & Westleigh Parish News.

Cllr M.Cumiskey volunteered to act as WPC’s representative and has agreed to provide the I.& W. Parish News with any appropriate news items.

There were no Parishioners questions

0403/6   County  &  District  Reports.

Cllr Cann  elaborated on matters that had previously been raised regarding the Memorial Garden hedgebank and the traffic problems in Westleigh village.

The Clerk was requested to provide a plan of the village in order for Councillors to indicate areas of concern in connection with traffic problems.

0403/7 Parking / Play Area.

Nothing further to report.

0403/8Correspondence.

A copy of all correspondence was made available to all Councillors.

Resolved  that correspondence be noted.

DAPC. Cllr L. Kenny volunteered to complete Rural Trends Questionairre.

0403/9 Finance.

A copy of expenditure was presented to Councillors

Resolved  that the expenditure totalling Ł17.92 be approved and accounts be paid

accordingly.

0403/10 Planning.

1.        Rock Cottage Eastleigh Listed Building   (Amended Site Address)

2.        White Lodge Westleigh. Ref.34585.        Planning Permission Granted.

3.        Rosemary Cottage Westleigh.        Appeal allowed , Planning Permission Granted.

0403/11 Any Other Business at Chairman’s Discretion.

Westleigh Emergency Self Help Plan.

To be discussed at next meeting. Clerk to include on agenda for May
