MINUTES OF THE MEETING OF WESTLEIGH PARISH COUNCIL HELD IN THE VILLAGE HALL ON WEDNESDAY 3rd FEBRUARY 2010 AT 7.30PM.

Present: Cllrs.B.Marshall (Chairman), Mrs.M.Parks,(Vice Chairman). J.May, WJ Dart, Mrs.D.Gibbs, B.Moores (item.11).

0210/01: Apologies. Cllr.D.Peel.

0210/02: Police Report.
PC.T.Hodgson and PCSO. Jessica Meaker attended the meeting. PC.T.Hodgson introduced PCSO Meaker to the council as the new replacement for PCSO.D.Cornish to cover the community ofWestleigh.
The following information was presented by PC.Hodgson:-
During the period from 03/01/2010 and 03/02.2010 there were 8.no. logs recorded by the police which breakdown as follows: Road related 4.no, Crime related 1.no, Concern for welfare 1.no. Anti social 1.no. 1.no. Crime was recorded during this period, CB/10/80 Burglary at Eastleigh is currently under investigation. The residents of the village are encouraged to contact the Police regarding their wishes and concerns of the community.
As a reminder Cllr.B.Marshall is the Neighbourhood Watch liaison for the Eastleigh area and Cllr.D.Peel is the Neighbourhood Watch liaison for the Westleigh area. The Police will liaise with the above regarding any queries of concern.

0210/03: Minutes of the Meeting held on Thursday 14th. January 2010.
Proposed by Cllr.WJ.Dart and Seconded by Cllr.Mrs.D.Gibbs that the minutes be agreed as correct record and signed by the Chairman accordingly.

0210/04: Matters Arising.
A). Memorial Garden/Bus Shelter.
The matter of the seat is still ongoing.
B). Westleigh Website.
No information received.
C). BT Kiosk. Eastleigh.
BT have advised that no electricity disconnection charge will apply.

0210/05: 15 Minutes for Parishioners.
Two parishioners attended; there were no questions.

0210/06: County and District Council Reports.
Devon County Councillor Mr.R.Cann was unable to attend, and no there was no report.
North Devon District Councillor Mr.B.Moores report was received, with the following information:-
Unauthorised Development update – EMF206 Lester House and EMF626 White Lodge still ongoing.
Myrtle Cottage, Westleigh still ongoing.
The Planning proposal for mixed use development; Land at Knapp House, Churchill Way, Northam, Bideford is ongoing, with North Devon District Council registering their concerns.
The new sign at Appledore Shipyard will not look out of place and is not a large sign.

0210/07: Correspondence.
Letter of invitation sent to Mr.Savage of the Rural Housing Project to discuss ‘Affordable Housing’ within the parish of Westleigh. The Short talk by Mr.Savage was given at 7pm. Wednesday 3rd.February 2010 prior to the Parish Council Meeting.
After general discussion by the council it was agreed that the Parish Council would participate in a questionnaire and survey programme on behalf of Westleigh Parish Council in partnership with the Rural Housing Project.
Mr.Savage would advise procedure, and that there would be no charges for this project.
The Devon County Council ‘Devon Talk’ magazine are preparing their spring issue and would like any information regarding any community involvement during emergency situations.
Correspondence was received from the ‘Instow, Westleigh and West Yelland News
with their annual request for a grant towards the cost of producing their news letter.
Proposed by Cllr.J.May, and Seconded by Cllr.Mrs.M.Parks that the Parish Council give £80 towards the cost of supporting the Parish News.
RESOLVED: All correspondence be noted.

0210/08: Finance.
Income:- NIL
Expenditure for Authorisation and Payment:-
A copy of Expenditure was presented to Councillors.
RESOLVED: That the expenditure of £147.90 be approved and Accounts be paid accordingly. Proposed by Cllr.WJ.Dart and Seconded by Cllr.Mrs.D.Gibbs.

0210/10. Parish Council Vacancies.
Correspondence has been received by the Parish Council Chairman from a parishioner making an application to be considered for a vacancy as a co-opted member of the council. The correspondence was read out to the councillors, and the council agreed that a letter with the relevant information of a councillor be sent out for guidance to the applicant.

Reported large potholes at Pillhead, by the bridge. Devon County Council to be contacted.
