Minutes of the Meeting of Westleigh Parish Council (Re-scheduled from Wednesday 7th January 2009) held in the Village Hall, Westleigh, on Wednesday 21st January 2009 at 7.30pm.

Present: Cllrs.B.Marshall, (Chairman), Mrs.M.Parks (Vice Chairman), P.Fronteras, J.May,W.J.Dart.

0109/01: Apologies: Cllr.J.Craze.

0109/02: Police Report:
A report was received from PCSO.D.Cornish.
From the 4th December 2008 to the 7th January 2009, there were 3.no. reported crimes. (1.no. Domestic Incident, and 2.no. Assault Occasioning ABH ). The assaults were on the Tarka Trail; and there were 10.no.logs created of which 6.no. refer to traffic matters.

0109/03: Minutes of the Meeting held on the 3rd December 2008.
Proposed by Cllr.P.Fronteras and Seconded by Cllr.J.May that the minutes be agreed as a correct record, and signed by the Chairman accordingly.

0109/04: Matters Arising:
A). Memorial Garden and Bus Shelter.
There were no items for discussion.
B). Westleigh Website.
Cllr.P.Fronteras advised the Parish Council that the Website had received 543,435 hits from February 2008 to January 2009 worldwide.

0109/05: 15 Minutes for Parishioners Questions.
There were no questions.

0109/06: County and District Council Reports:
County Councillor Mr.R.Cann apologised for being unable to attend the meeting, but forwarded the following report:
The commissioning of a new ‘In Vessel Compostor’ at Deep Moor will enable North Devon Council to gradually role out a weekly waste food collection service.
Recycling rates are up from last year and have reached just over 43% of rubbish collected to date. Market value of some items recycled has dropped dramatically.
North Devon Council has no plans to introduce a ‘bin tax’.
Devon County Council has been regularly treating the major county roads since Christmas and whenever winter hazards are expected on the network.
There will be a litter pick on the Link Road.
North Devon District Councillor Mr.B.Moores apologised for being unable to attend the meeting, and there was nothing to report.

0109/07: Correspondence:
Correspondence has been received from:
St Peters Church, Westleigh requesting their Burial Grounds Annual Grant 2008 for the upkeep of the Churchyard.
Westleigh Village Hall requesting their Annual Grant 2008 for the upkeep of the Village Hall.
Cllr.J.May proposed and Cllr.P.Fronteras seconded that the above grants be settled.
A copy of all correspondence received was made available to all councillors.
RESOLVED: that all correspondence be noted.

0109/08: Finance:

INCOME: NIL

EXPENDITURE FOR AUTHORISATION AND PAYMENT:
A copy of expenditure was presented to councillors.
RESOLVED: that the expenditure of £657.28 be approved and Accounts be paid accordingly.

Final Application for 2009/10 Parish Precept to be submitted to North Devon District Council. Proposed Application for PRECEPT £2,500
A). Confirmation of £2,500 to be submitted to North Devon District Council.
B). Confirmation for the deduction of Devon Association of Parish Council Subscription 30th April 2009 by North Devon District Council from Precept.
C). Confirmation of Change of Parish Grant due to reduction of Register of Electors 2009. (In force from 1st December 2008). Revised Grant: £263 Village Hall. £263 Burial Ground = £526.
All items as above were proposed by Cllr.J.May and seconded by Cllr.Mrs.M.Parks.

- Election of Councillor for the Parish of Westleigh
Notice is hereby given that there is a vacancy on the above Parish Council by reason of the resignation of Cllr. Hudson.
Applications to be received by North Devon District Council, Electoral Office, Civic Centre, Barnstaple by the 29th December 2008.
Notices were posted on both Westleigh and Eastleigh Noticeboards 10th December 2008.
