Minutes of the Meeting of Westleigh Parish Council held in the Village Hall, Westleigh on Wednesday 5th. May 2010 (At the rising of the Annual Meeting in the Village Hall, Westleigh) to consider the following business:

0510/01: Apologies: Cllrs.J.May, D.Peel, Mrs.D.Gibbs.
0510/02: Police Report:
PC.T.Hodgson and PCSO Jessica Meaker apologised for not being able to attend the Parish Council meeting, but forwarded the following information to the Clerk;
There were No Crimes, but , 3.no. logs were recorded :-
Transport/Road Related Offence-report of dangerous driving A386 Westleigh Bideford.
Public Safety/Abandoned Vehicle Call – Westleigh Bideford – Male told operator that car was blocking his drive – then hung up on being put through.
Transport/Road \Related Offence – B3233 Instow Bideford – SOCAP for Moped.
(Serious Organised Crime And Police Act) Moped seized from owner.

Proposed by Cllr.B.Moores and Seconded by Cllr.WJ Dart that the Minutes be agreed as a correct record and signed by the Chairman accordingly.
0510/04: Matters Arising:
A). Memorial Garden/Bus Shelter.
There were no items for discussion.
B). Westleigh Website.
The website is still well subscribed, and Capt.P.Fronteras continues to oversee a busy and popular website. The Parish Council wished to thank him for all his time and effort.
C). BT.Kiosk. Eastleigh.
Correspondence has been received with an Agreement for the Sale and Purchase of Telephone Kiosk(s) to a Local Authority in England or Wales.
The Parish Council agreed\ that they wished the Electrical Supply to be disconnected.
BT Payphones have reviewed their ‘Adopt a Kiosk’ process. BT have 2.no. options, and the Parish Council agreed that Option.1. would be the option suitable to Westleigh Parish Council.
BT Payphones will continue to be responsible for the Electrical Supply and any payments to the Electricity Companies for that supply. BT reserves the right to disconnect the Electricity Supply at some point in the future however, BT will contact the Kiosk owner should this become necessary.
At the point of transfer BT will ensure that the light will be working but from then on BT will be only be responsible for the supply in to the Kiosk to the point of the R.E..C. fusebox. Any faults beyond this point will be the responsibility of the Kiosk owner.
BT will be told that the Parish Council do not wish any power supply to remain in the Kiosk and their equipment to be removed at their convenience ; as option.1.
All details were read out to the councillors, and Cllr.B.Moores proposed and Cllr.Mrs.M.Parks seconded that the Council pay the £1. to Adopt the BT Red Kiosk at Eastleigh. (Telephone no: 01271 860597); and that the Chairman should sign the agreement accordingly.
D). Rural Housing Project.
Correspondence has been sent out by the Rural Housing Project Enabler to Parishioners of Westleigh Parish for their views and comments.
E). Review of Parish Councillor Numbers.
This item will be for future discussion.

One parishioner attended the meeting; but there were no questions.

Devon County Councillor Mr.R.Cann apologised for being unable to attend the meeting; there was no report.
North Devon District Councillor. Mr.B.Moores presented the following information:-
The Planning Matter for – White Lodge and Lester House were still ongoing.
The replacement seat at Blackgate was in hand.

A copy of correspondence received was available to all Parish Councillors.
RESOLVED: All correspondence be noted.
0510/08: Finance.
INCOME: NIL.
EXPENDITURE FOR AUTHORISATION AND PAYMENT:
A copy of expenditure was presented to councillors.
RESOLVED: - That the Expenditure of £660.49 be Approved and Accounts be paid accordingly. Proposed by Cllr.Mrs.M.Parks and Seconded by Cllr.WJ.Dart.
It was RESOLVED – to approve the ‘Statement of the Accounts’ and Annual Governance Statement’ relating to 2009/2010 audit in accordance with the audit regulations. Proposed by Cllr.Mrs.M.Parks and Seconded by Cllr.WJ Dart.
The Clerk again expressed his thanks to Mr.Sampson for acting as internal auditor to Westleigh Parish Council.
