MINUTES of the Meeting of WESTLEIGH PARISH COUNCH, held in the Village Hall, Westleigh, on Wednesday 2d October 2002 at 7.30 p.m.
Present.
Councillors: M.Hudson (Chairman), P.Fronteras, M.Cumiskey, M.Parks, J.May, B.Marshall and A. Samphier.
1002/1 Apologies for Absence.
Apologies had been received from Councillors R.Cann (DCC.) and L.Brown(NDDC)
1002/2 Police Report.
No report from the Police.
1002/3 Minutes of the Meeting held on 4th September 2002.
Resolved that the minutes of the meeting held on the -0 September 2002 be
agreed as a correct record and signed by the Chairman.
1002/4 Parish Paths Partnership.
A discussion took place on various aspects of the scheme and concern was
expressed by some members that a good deal of time and effort would be required
by anyone prepared to operate the scheme effectively.
The Chairman read through the contract and the implications arising and it was
agreed that it may be difficult to find volunteers willing to take
responsibility for the administration and management of the partnership.
It was resolved not to adopt the DCC scheme at this time.
1002/5 Matters Arising.
Instow and Westleigh Newsletter.
A request for the annual donation towards the cost of producing the Instow
and Westleigh News had been received.
It was felt by some members that Westleigh was not represented sufficiently to
warrant a donation whilst others were happy to continue with financial
assistance. It was acknowledged that the reason for the absence of " Westleigh
news" within the publication was due to the lack of material provided by the
parish.
It was resolved by a majority vote not to make a donation this year.
Westleigh Gateway Scheme. (Planter)
The clerk was instructed to write to DCC informing them of our
intentions to provide a raised "planter" in the form of a tractor tyre and
positioned on the verge adjacent to the village nameplate.
Councillor J.May volunteered to provide the tyre and would report back on the
various sizes available-
Members would try and find an enthusiastic volunteer to plant and maintain the
site.
Community Transport Association.
The clerk reported that a representative of the C.T.A. would attend the
November meeting to discuss travel problems for young and old within the rural
community.
Co-opted Members.
A further letter had been sent to prospective candidates providing
additional details.
Community Punishment
Scheme.
An outline of the scheme was given by
the clerk and it was concluded that at present there was no suitable work
available at present.
Westleigh Website.
It was agreed that a Website could be
of some value to the parish and in particular to local businesses.It was
approved that Councillor P. Fronteras together with the assistance of other
members would promote the Website and seek sponsorship in order to finance the
project.

There were no parishioner's questions.

Parking and Play Area.
The clerk to continue to seek a
response from Christie Estates.

Undergrounding of Cables.
Councillor B.Marshall reported that
information received from various sources indicated that funding for a scheme of
this nature was proving to be extremely difficult if not impossible at this
stage.
The clerk was asked to investigate the progress of the" Biosphere project "as it
might be useful for assistance and funding in the future.

Correspondence.
A copy of all correspondence was made
available to all Councillors., It was resolved that correspondence be noted.

Finance.
A copy of expenditure was presented to
Councillors.
Resolved that expenditure totalling L362.66. be approved and accounts be paid
accordingly.
A Statement of assurance was approved and signed-by the Chairman on behalf of
the council, with respect to the council's accounts for the year ended 3 Ist
March 2002

Clerk to write to appropriate offices
to strongly disagree with NHS Trust merger between North Devon and Exeter.
Clerk to contact DCC. Requesting the addition of "Treyhill" to the Westleigh
Cross finger post.

concerning the over grown hedge at the Memorial Garden
